Modernization of Government Services Project

The Republic of Moldova has received financing from the World Bank toward the cost of the Modernization of Government Services Project and intends to apply part of the proceeds for consulting services. 

The purpose of this assignment is to assist the State Chancellery (the Responsible Authority for the Project) and e-Governance Agency (the Implementer of the Project) to develop the necessary framework attributes ensuring compliance of selected Government services with social inclusion, gender mainstreaming and citizen engagement requirements. 

The e-Governance Agency now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions) and meet the following minimum qualification requirements:

Mandatory qualifications 

  • University degree or higher degree in social sciences, public administration, human rights or other related to the assignment disciplines;
  • Minimum of 5 years of extensive work experience on citizen engagement, gender equality and social inclusion fields, the local context of the Republic of Moldova must be one of the cases previously worked on;
  • Minimum of 3 years in developing training materials and delivery of trainings in the fields of citizen engagement, gender issues and social inclusion;
  • Certified specialized trainings in citizen engagement, gender issues and social inclusion;
  • Good knowledge of the government policies, government institutions and processes related to gender equality, social inclusion and citizen engagement aspects;
  • Strong analytical, organizational, reporting and writing abilities;
  • Ability to effectively communicate and write in English and Romanian languages.

Preferred qualifications 

  • Experience in working with teams on multi-disciplinary analytical work and similar assignments conducted by the World Bank, IMF, UNO and other donors financed projects is desirable;
  • Experience in assessment of policy documents, methodologies and regulations from the citizen engagement, gender issues and social inclusion perspectives;  
  • Previous experience in the implementation of activities related to the Government Service Modernization Agenda, will be considered a strong asset.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Consultant Guidelines.
