Background

The new phase of EU Confidence Building Measures Programme, funded by the European Union and implemented by UNDP, has the overall objective to contribute to the facilitation of the settlement of the Transnistrian conflict by supporting the increase of confidence between Chisinau and Tiraspol through joint initiatives involving local authorities, civil society organizations and other stakeholders from both sides of the river.

Specific objectives:

  • To contribute to economic and social development by ensuring a more equal access to the opportunities provided by the AA and its DCFTA and integration between the two banks of the Nistru River;
  • To tackle the growing disparity between the Transnistrian Region and the rest of the country by supporting local development and CSOs;
  • To continue supporting the sectoral rapprochement in pilot sectors (i.e. Culture and others) and to progressively include Transnistria in Moldovan-wide development initiatives in order to facilitate the future reintegration while limiting the development gap between both banks;
  • To support the activities of media on both banks of Nistru river through common media production.

The programme will represent a framework for engaging in development interventions across the security zone on both sides of the Nistru/Dniestr River, in line with agreements reached in the 5+2 negotiation process. As such, it is comprised of a series of activities that will strengthen, regularize and intensify interaction between otherwise divided societies, aiming to establish this interaction as a norm. It looks to deal strategically with barriers to cooperation experienced by all development cooperation actors working in Transnistria by building the trust towards such actions and broadening opportunities for engagement for a wide range of actors. Special focus will be given to balancing the actual support of the programme to communities on both banks of the Nistru/Dniestr River.

Duties and Responsibilities

Under the guidance and direct supervision of the Programme Manager the incumbent contributes to the effective and efficient implementation of media content development activities. This exercise looks to capacitate local media and improve cooperation between professionals from both banks. He/she is responsible for developing programmes aiming to create new abilities and improve skills of media organizations with the support of international experts (to be hired based on open call).

The Project Officer applies and promotes the principles of results-based management (RBM), while mainstreaming the gender balanced approach and HRBA principles. He/she is strongly oriented towards client interests if this is not in contradiction with UNDP rules and regulations.

The Project Officer works in close collaboration with the Programme team for effective achievement of results, anticipating and contributing to resolve complex programme/project-related issues and delivery of required information. The incumbent is expected to exercise his duties in full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as to implement the effective internal control systems.

The Project Officer/Media Support in close cooperation with the Programme team, under the direct guidance and supervision of the Programme Manager, ensures the provision of content production (commensurate with the scope of the Programme) at the highest level. Applies the HRBA and GE approaches when implementing Support to Media component. The incumbent is responsible for the implementation of activities related to the Support to Media component of the EU CBM (V) Programme, as it looks to stimulate the local production in the effort to strengthen the confidence and build trust among professionals from both banks. More specifically:

  • Ensure practical coordination of assigned areas of Programme activities to meet expected results. Namely, develop the concept for the Small Media Grants Programme, define the evaluation criteria and prepares the action plan. Identify needs of local media and based on this assessment contracts needed international experts;
  • Support identification of media organizations on both banks to apply and produce common content;
  • Monitor and coach benefiting media organizations to maximize the confidence building impact for implemented initiatives. Ensure synergies between Media Support component and other initiatives implemented on both banks;
  • Ensure the development of relevant capacity assessment tools of project partners, especially for the Small Media Grants Programme. Identify the major gaps of the media organizations and based on the produced results, support them to define an Action Plan and implement proposed activities;
  • Establish in-house monitoring / evaluation systems as well as for projects implemented by partners, according to the grant agreements and UNDP procedures. Maintain accurate written communication with subcontractors in accordance with UNDP procedures and requirements;
  • Ensure timely submission of financial and activity reports by Programme partners and ensure harmonized reporting by recipients on key performance indicators. Advise Programme partners on strategies to facilitate results-based implementation of project activities, ensures constant feedback on the quality of their implementation and suggests corrective measures if necessary;
  • Contribute to the annual activity and procurement work plans as well as budgets based on expected yearend outputs for the Support to Media component. Ensure close monitoring of activities and disbursements. Contribute to the preparation of qualitative work plans, financial progress reports, provide support for the preparation of procurement documents and contracts to the Programme Manager. Timely submit the above-mentioned deliverables;
  • Contribute to the wide dissemination and visibility for the achieved results in the frame of Support to Media component;
  • Apply UNDP programming tools and policies as explained in the Results Management Guide. Keep abreast of UNDP programming practices and maintains an optimum level of knowledge through continuous learning. Makes use of mechanisms for exchange of information, experience and lessons learned at the local and national levels;
    Perform any other duties connected directly with the implementation of the Programme as required.

Key Results:

Assess the needs of local media and improve its capacities to produce qualitative content with high creative value. Ensure the broadcast of produced content on TV channels from Chisinau and Tiraspol. Media content produced by joint teams of professionals from will focus on confidence building topics.

Note: The key results have a direct impact on the overall success of the European Union Confidence Building Measures (V) Programme. Accurate analysis and presentation of information enhances UNDP’s position as a strong development partner. The information provided facilitates decision-making of the Steering Committee, the beneficiaries and UNDP management.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s Degree or equivalent) in communications, journalism, marketing, public administration or policy, or social science;
  • Additional trainings and certifications in journalism, communications and public relations would be an advantage.

Experience:

  • A minimum of nine years of professional work experience in media relations or journalism, including in progressively responsible management roles with a track record of excellent personnel management and strong project management;
  • Proven experience in developing and implementing media relations strategies generating significant media coverage in a variety of major digital and broadcast outlets with a strong knowledge of international media outlets and a strong network of relationships in those outlets;
  • Proven experience in overseeing and developing media-related events and media organization partnerships;
  • Experience of work in Transnistria region and/or work experience in programmes financed by European Union is considered an asset;
  • Experience in capacity or community development programmes, project design, implementation, monitoring and evaluation is considered an asset;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.

Language Requirements:

  • Fluency in oral and written English, Romanian and Russian;
  • Knowledge of one or more minority languages relevant for Moldova, including Romani, Gagauzian, Bulgarian, Ukrainian and sign language, is considered an asset.
