Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Following the launch of military operations across Ukrainian territory on 24 February 2022, substantive flows and displacements across Ukraine and toward neighbouring countries have been reported countries in the following days. While air travel has been suspended in Ukraine and Moldova, Ukraine shares land border with four European Union (EU) Member States: Poland, Romania, Hungary and Slovakia. Other non-EU countries (3) which share their border with Ukraine include Republic of Moldova, Russian Federation and Belarus. Large in and out flows to and through Moldova of Ukrainian and Third Country nationals created the need to set up a monitoring system and analyse the trends and patterns of mobility.

Under the direct supervision of the Senior Programme Specialist for Migration Management Programme Assistant and DTM/ Data Programme Assistant the GIS Assistant will be responsible for:

Core Functions / Responsibilities:

  1. Support developing, testing and deployment of databases, software and other technology solutions (including mobile applications) and compilation of business requirements, technical specifications, user and technical documentation and standards for DTM related applications.
  2. Visualize and map data whilst assuring data consistency utilizing appropriate GIS/mapping tools and products.
  3. Support the collection and analysis of data from the Displacement Tracking Matrix (DTM) being provided in a timely and efficient manner through the provision of appropriate GIS/mapping tools and products.
  4. Support creation of country atlases and regularly update base maps in line with identified requirements.
  5. Provide input for geographic data and administrative divisions for various IOM databases for tracking population movements and displacement locations.
  6. Provide technical and strategic inputs into ongoing information management initiatives and partnerships.
  7. Assist global DTM operations in term GIS data storing and designing, mapping.
  8. Ensure adherence to data protection principles for handling personal data of IOM beneficiaries, in regard to collection, use, storage, disclosure and disposal of personal data.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience 

Education

  • Bachelor’s degree in Information Systems, Geography, Cartography or related field with three years of relevant professional experience.

or

  • High School diploma with five years of relevant experience. 

Experience

  • Experience in Database Information Systems development (SQL or Oracle), preferably in support of assessment and data collection system.
  • Experience in programming using two or more of the following tools: Access, VB.NET, C#, NET framework, Java, ASP.NET, (MCP certification in any of these products is an advantage).
  • Proficiency of ArcGIS and Arc Map is advantage.
  • Experience in geography, cartography, GIS and graphic design.

  • Familiarity with mobile data collection technologies and GPS an advantage.

Languages

Fluency in English, Romanian and Russian is required. Knowledge of Ukrainian, is an advantage.
