Public Institution National Environmental Projects Implementation Office (P.I.NEPIO) - announcement of selection of consultants to provide thematic consultancy services
Within the project: " Umbrella Programme to Support NBSAP Update and the 7th National Reports", financially supported by the Global Environment Facility (GEF) and implemented by the P.I.NEPIO, in collaboration with the United Nations Environment Programme (UNEP).
The objective of the project: The main objective of the project is to support countries in revising and updating their National Biodiversity Strategies and Action Plans (NBSAPs) in order to align with the recently agreed upon Kunming-Montreal Global Biodiversity Framework and enable effective implementation of the Convention on Biological Diversity (CBD) and the Kunming-Montreal Global Biodiversity Framework at the national level. In addition, this grant supports countries in preparing and submitting their 7th National Report on the implementation of the Convention on Biological Diversity and the Kunming-Montreal Global Biodiversity Framework.
In accordance with Decision 15/6 of the Convention on biological diversity - Mechanisms for planning, monitoring, reporting and review, the project will assist the Ministry of Environment to:
- to submit the seventh national report of the Republic of Moldova by 28 February 2026, to enable the preparation of the global reviews, as per Article 26 of the Convention, using the Guidance for Revising or Updating National Biodiversity Strategies and Action Plans to align with the Kunming-Montreal Global Biodiversity Framework and the Template for Submission of National Targets As Part Of National Biodiversity Strategies And Action Plans6 Towards The Implementation of the Kunming-Montreal Global Biodiversity Framework;
- to collaborate, with other reporting processes, including the Sustainable Development Goals and relevant multilateral environment agreement reporting, including by using a modular data reporting tool, such as DART, on a voluntary basis;
- to use headline indicators and to provide responses on binary yes/no questions, as set out in the monitoring framework of the Kunming-Montreal Global Biodiversity Framework adopted in decision 15/5, in their national reports, and supplemented, as appropriate, by optional component and complementary indicators also included therein and other national indicators.

Specific requirements for the technical consultant
Academic qualifications:
- Bachelor, Master (or equivalent) in the field of environment, biology, or other related fields;
- Knowledge of national commitments under the Convention of Biological diversity and its Protocols;
- Experience in working with UNEP and other international organizations in the identified field would be an advantage.
