IP ONIPM announces a repeated competition for the procurement of consultancy services within the UNDP/GEF project – "Conservation and sustainable high conservation value in the Prut River Basin"
The project is funded by GEF-UNDP, implementing partner is the Ministry of Environment through IP ONIPM, implementation period: 2025-2027.
The object of the project is to achieve the ecological integrity of key floodplain wetlands in the Prut River Basin, ensuring the positive state of biodiversity, land and water resources, as well as the ecosystem.
This will be achieved through provisions for minimum environmental flow and hydrological remediation of wetland decline and strengthening the management of protected areas that host valuable wetland habitats and key species.
The GEF investment will be based on an integrated approach to watershed management that ensures the continuity of wetland ecosystem services that support livelihoods in the Prut River Basin across approximately 20,803 ha of valuable wetlands in the Lower Prut Biosphere Reserve, the Pădurea Domnească Nature Reserve and the surrounding floodplain.
Basic components of the project:
- Component 1. Improved regulatory framework and financing environment;
- Component 2. Improving the protection and management of key biodiversity areas;
- Component 3. Demonstration of sustainable livelihoods and area resources wetlands;
- Component 4. Knowledge management;
- Component 5. Monitoring and evaluation.

Land use policy specialist |
- Provides support to local and district public authorities in introducing biodiversity conservation measures (based on the "Biodiversity Passport" approach) in local development strategies, during the interim review of these documents. - Based on the information provided by the botanist and zoologist, the specialist develops a Manual of guidelines for integrating biodiversity into local development planning and spatial planning. |

Hydrologist (engineer) |
- Develops the documentation (Terms of Reference) for the full feasibility study of the Camenca River restoration works (based on the conclusions of the pre-feasibility study) and supervises the technical development of the feasibility study. - Ensures liaison with the "Apele Moldovei" Agency, the Ministry of Environment and local authorities for the implementation and monitoring of the proposed works. - Provides technical advice to the Project Management Unit (PMU) on the Camenca River restoration works and monitors the progress of the feasibility study for the Camenca watercourse. - Coordinates with the organization/company specialized in safeguards and supports the implementation of the feasibility study and site-level assessments for the rehabilitation of the Camenca River, aligned with the requirements of UNDP SES standards, providing technical contributions to the environmental/social assessment documentation, as necessary. |

To monitor the timely completion of the actions taken, the consultants will present progress reports to which they will attach the draft documents developed.
The reports will be delivered in Romanian.
Functional skills:
1) Professional experience:
- At least five years of relevant work experience in the fields of ecology, hydrology, environmental protection, forestry, biology, social sciences, law;
- Understanding biodiversity conservation and associated issues;
- Very good interpersonal skills.
2) Academic qualifications:
- Bachelor's degree, master's degree, at least in one of the following fields: ecology, law, hydrology, environmental protection, forestry, biology, social sciences;
- Good oral and written communication skills in Romanian and English;
- Excellent oral communication and information presentation skills;
- Teamwork skills and ability to manage pressure imposed by meeting deadlines;
- Knowledge of computer applications and information technology.
3) Language requirements:
- Knowledge of the Romanian language, written and verbal, at an advanced level is mandatory.
- Knowledge of English will be an advantage.

1. Technical proposal explaining why the candidate is most suitable for the work, including
information on previous similar assignments;
2. Financial proposal (in USD), specifying a fee per day;
3. CV, including past experience in similar projects.
