Supply and configure an IT solution for monitoring Integrated Case Management System (ICMS) database

Millennium DPI Partners, LLC is an international development firm based in the United States of America, which is implementing the USAID-funded Open Justice Project in Moldova. Open Justice will assist the Government of Moldova to improve the efficiency and transparency of the Moldovan judicial system and improve access to justice for citizens of Moldova.

Millennium DPI Partners, LLC, through the Open Justice Project, will develop a new Integrated Case Management System (ICMS). The ICMS is an electronic tool for the Moldovan courts to reduce corruption and promote transparency in the justice system. The new ICMS will replace the current Case Management System that Moldovan courts use. The ICMS will be interconnected with several e-governance solutions existent in Moldova. ICMS will allow the courts to electronically manage all cases, and it will produce data that judicial leadership will use to monitor the performance of the judiciary. When implemented, the ICMS will increase the transparency and efficiency of the Moldovan judiciary for everyone - litigants, lawyers, judicial leadership, judges, and court staff.

Via the Request of Quotations, Open Justice is inviting qualified Moldovan companies to submit quotations to supply and configure an IT solution for monitoring ICMS administration activities to detect and report risks of data manipulation within ICMS databases.

General Eligibility Criteria:

To be eligible to participate in the present tender, the Offerors must meet, at a minimum, the following requirements listed below:

  • Be legally registered company in the Republic of Moldova;
  • Have at least five years of proven experience in offering complex IT solutions and configuring them;
  • Have successfully completed, in the past three years, at least two similar assignments that involved providing and configuring complex IT solutions based on technologies similar to ICMS. Successful completion of similar assignments should be proved by reference/recommendation letters that the Offeror must provide to Open Justice.

Companies interested in submitting an offer should register immediately with Open Justice Project to request the full Request for Quotations (RFQ), which contains detailed eligibility criteria, technical specifications, full instructions and detailed deliverables for the proposed assignment.

To register, the Offeror shall send an e-mail to with the subject “Request for RFQ – IT solution for monitoring ICMS database” and the name and contact details.

An original and one copy of the written quotation shall be delivered, in separate sealed envelopes, no later than July 20, 2018, 17:00 Moldova time, to the following address:

All quotations must be submitted in English. Late or incomplete quotations will not be accepted.

Inquiries and/or requests for clarification to this RFQ must be made in writing via email to, noting Questions - IT solution for monitoring ICMS databases in the subject line. All questions must be received via email no later than July 13th, 2018, 17:00 Moldovan time.
