Tender no. 83490276 for contracting services of organizing camps involving local and diaspora children and youth, focused on EU values and community cohesion
The German Development Cooperation through GIZ is seeking to contract a service provider that will offer services of organizing 10 camps involving local and diaspora children and youth, focused on EU values and community cohesion, within the Policy Advisory Fund project. The services within the assignment will be provided in the period between June – August 2025.
The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The tender is open to service providers resident in the Republic of Moldova, registered and operating in accordance with the legislation of the Republic of Moldova.
Specific requirements towards the bidders:
- Be a registered national-level NGO, network, or alliance with a demonstrated record of implementing youth engagement or diaspora-focused programs across multiple localities in Moldova;
- Possess the institutional capacity to manage and coordinate a multi-stakeholder initiative, including responsibilities related to procurement, financial oversight, quality control, and field coordination;
- Demonstrate previous experience in organizing civic education, intercultural, or recreational activities for children and youth;
- Have the ability to translate EU related topics into child-friendly and age-appropriate content and formats;
- Show active collaboration with diaspora actors, hometown associations, or other community-based groups working on diaspora mobilization, reintegration, civic engagement;
- Present a realistic and transparent co-financing strategy (with a minimum 30% contribution from the local hosting communities);
- Ensure commitment to equal participation from diaspora and local participants (50:50).
The successful application shall include:
1. Technical Proposal, containing (in a separate envelope):
- A concept note describing in detail how the Offeror intends to carry out the Terms of Reference (ToR) for the coordination and support of local camps, including: understanding of the assignment, proposed methodology for engaging and guiding local implementing partners, approach to ensuring thematic coherence with EU values and intercultural dialogue, tools for monitoring and quality assurance, and strategies for stakeholder coordination, communication, and visibility.
- CV of the team leader
- Copy of the offeror’s registration certificate in the Republic of Moldova;
- Copy of the latest financial report.
2. Financial Proposal, containing (in a separate envelope):
- Financial offer shall include a breakdown of amounts for the deliverables required under point 3 of the ToR, as well as the total budget expressed in MDL, VAT 0.
All personal data are for the internal use of GIZ; confidentiality is guaranteed.
Bid’s evaluation will be performed based on the ratio 70% for the technical Proposal and 30% for the financial offer.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
