Tender no. 83490984 Independent Verification Agent for the EcoVoucher Programme
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Moldova is seeking under the Energy Efficiency and Renewable Energies for Moldova (E4M) project services of an independent verification agent (IVA) for the EcoVoucher Programme. The IVA will check compliance with the Operational Manual of the EcoVoucher Programme and its rules based on a selected set of samples, assess impact and provide recommendation for future adaptation. The main services within the assignment will be provided in the period between July - December 2025.
The selected consultancy company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).
For the Terms of Reference (ToR), including its annexes, and eventual questions, please address a message to the following e-mail address: tenders-giz-moldova@giz.de, indicating the tender number in the message title, not later than 23 June 2025, 15:00h Chisinau local time.
The successful application shall include:
- Technical Proposal, containing (in a separate document):
- Technical-methodological concept to implement all tasks required in Chapter 2 of the ToR.
- Personnel assignment plan, including CVs of the team according to ToR requirements.
- Profile of the company demonstrating: 1) adherence to internal quality control processes and methodologies for managing and reporting on verification activities; 2) a minimum of five years of proven track record in conducting verification, inspection, or auditing activities, 3) a minimum of one of the following adopted certifications/standards: ISO 9001, ISO 17020, ISO 27001, Chain of Custody (CoC), SMETA, internationally recognized Codes of Conduct; and 4) a signed Declaration of Compliance with anti-corruption, anti-fraud, GDPR, and conflict of interest policies, willingness to sign a non-disclosure agreement of sensitive data (enclosed in Annex No. 3 of the TOR).
- Financial Proposal, containing (in a separate document):
- Financial offer/budget including a breakdown of costs per milestone to be achieved. The offer shall be based on the exact requested deliverables and delivery schedule specified in Chapter 2.2. of the ToR, as well as the total budget expressed in MDL, VAT 0%.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9th floor, Chisinau) not later than 25 June 2025, 15:00h Chisinau local time.
Please note that applications received after the deadline, as well as incomplete applications, will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
