Tender no. 83490969 for the provision of content distribution services
The German Development Cooperation through GIZ is seeking an agency specialized in social media management, public relations, ad and media placement. The services within the assignment will be provided in the period between July 2025 – March 2026.
The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The company’s team leader should meet the following criteria and qualifications:
Tasks of the team leader:
- Overall responsibility for reaching the milestones and deliverables (quality and deadlines) as well as reaching the defined Key Performance Indicators (KPIs)
- Project strategy and management
- Liaison with influencers and editorial teams for potential collaborations
Qualifications:
- Advanced university degree in Communications, Project Management, Public Relations, Social Sciences or related
- C2-level language proficiency in Romanian and Russian, C1-level proficiency in English
- 5 years of professional experience in the communication sector
- 5 years of professional experience in social media management
- 3 years of managerial experience as project team leader
The service provider shall demonstrate human and technical resources for successfully delivering the assignment (expert pool of 1-3 persons):
Tasks of the expert pool:
- Content placement
- Copy writing, community management and other social media management related tasks
- Creation and implementation of ad placements
- Monitoring, learning, and reporting
Qualifications:
- University backgrounds in communications, design, creative art, data analysis
- C1-level language proficiency in Romanian, C1-level language proficiency in Russian, B2-level language proficiency in English
- General experience in social media management, creative design and data analysis
- Specific experience in content copywriting and community management, graphic design for ad campaigns, social media monitoring and analytics
The successful application shall include:
1. Technical offer, containing (in a separate envelope):
- Brief outline of team composition and up to 3 CVs of proposed experts according to described requirements, that will be involved in the project;
- Brief information on previous performance, describing recent contracts of similar scope and links to working examples;
- Concept note including a brief statement of proposed strategy and implementation plan for the fulfillment of the assignment as well as a strategy for establishing cooperation and then cooperating with relevant actors (up to 2 pages);
- Provide at least 3 references for similar work performed in the past three years including evaluation of impact;
- Copy of the company registration certificate in the Republic of Moldova;
- No-debt certificate issued by the Moldovan Tax Inspection or copy of the latest financial report.
2. Financial offer, containing (in a separate envelope):
- Financial offer shall include a breakdown of amounts for the deliverables required under point 3 of the ToR, as well as the total budget expressed in MDL, VAT 0%.
All personal data are for the internal use of GIZ; confidentiality is guaranteed.
The bid’s evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.
Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9th floor – indicating the tender number 83490969, not later than June 25, 2025, 15:00 Chișinău local time.
Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
