Project Officer - Curbing Corruption by Building Sustainable Integrity (NAC) Project - UNDP Moldova

Background

The UNDP project “Curbing corruption by building sustainable integrity in the Republic of Moldova” will contribute to achieving a sustainable integrity and anticorruption system in the Republic of Moldova through the strengthened capacities of the public and private sector entities and the civil society for the efficient application and monitoring of national integrity instruments and standards. The project will enhance capacities of the public and private sector actors, as well as of the Civil Society Organizations for the implementation of effective corruption prevention instruments and tools and will strengthen the anticorruption demand side through an increased public awareness on anticorruption and on the means to curb corruption. It will contribute to the progressive implementation of the Sustainable Development Goal 16 that calls for a substantial reduction of corruption and bribery in all their forms and for developing effective, accountable and transparent institutions at all levels. To respond to the national strategic priorities, the Project is framed around the National Integrity and Anticorruption Strategy (NIAS) 2017-2020 and responds to the needs of its various actors and stakeholders in addressing the challenges for the effective implementation of NIAS. A particular attention will be given to engaging youth and women in the Project implementation.

The project will be implemented during January 2019 – December 2021.

Under the guidance and direct supervision of the Project Manager, the incumbent provides effective and efficient contribution to achieving the project’s objectives through the provision of inputs to planning, coordinating, implementing and monitoring of activities. The Project Officer applies and promotes the principles of results-based management (RBM), as well as a client-oriented approach consistent with UNDP rules and regulations.

The Project Officer works in close collaboration with the Project Manager, Programme, Operations, Communications and other project teams in the Country Office (CO) for effective achievement of results, anticipating and contributing to resolving complex programme/project-related issues and information delivery. The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of effective internal control systems.

The Project Officer will engage in continuous collaboration with other Project colleagues on the delivery of joint initiatives and activities.

Duties and Responsibilities

The Project Officer under the direct supervision of the Project Manager and in close cooperation with the National Project Coordinator, will ensure the provision of high-quality development services and products, as outlined in the Project Document, for the National Anticorruption Center (NAC), the Ombudsman Office and other relevant stakeholders. All work will be based on an appreciation of human rights and gender equality

Project Officer, in particular, will focus on the activities meant to strengthen the anticorruption demand side through an increased public awareness on anticorruption and integrity, engaging youth in corruption prevention activities, promoting integrity standards in private sector and integrating innovation into the anticorruption activities.

Project Officer general tasks:

  • Contribute to the timely and efficient delivery of outputs and products leading to the achievement of expected results;
  • Ensure all actions are fully compliant with UNDP policies and procedures;
  • Within the Project framework agreed with the national counterparts, and working closely with other Project colleagues, contribute to the preparation and implementation of the activities in line with their scope, timing, sequencing, and costs as per the Annual Work Plan and provide other inputs for the implementation of activities;
  • Liaise with the NAC Prevention Departments, the Ombudsman Office, other relevant stakeholders and the UNDP country office to ensure that results are achieved, and resources are managed efficiently and effectively;
  • Work with the Project team to present work-plans, periodic narrative progress reports and expenditure status reports to the Project Steering Committee, the Donor and UNDP Country Office;
  • Develop draft Terms of References for the procurement of specific services, including consultancy services, and contribute to periodic performance appraisals of the contracted services;
  • Guide the work of project individual consultants as applicable;
  • Along with other team members, develop and maintain a monitoring system to ensure effective information sharing, provision of feedback and elaboration of high-quality progress reports;
  • Contribute to data collection for monitoring and evaluation purposes to ensure an evidence-based reporting;
  • In collaboration with the relevant administrative project personnel contribute to efficient utilization of the financial resources of the Project, including budgeting and budget revisions, as well as expenditure tracking and reporting;
  • Ensure appropriate visibility of activities in mass media and with stakeholders; and
  • Perform any other duties connected directly with the implementation of the Project as required.

Project Officer Specific tasks:

  • Design and lead activities in a designated area of the project’s intervention: strengthening the anticorruption demand side; engaging youth in corruption prevention activities; promoting integrity standards in private sector; integrating innovation into the anticorruption activities;
  • Support the design and implementation of the effective outreach activities to promote anticorruption and integrity values and standards for the targeted groups, such as youth and private sector, respecting a human rights and gender equality approach;
  • Support the design and implementation of the activities promoting and integrating innovation into the anticorruption, such as engage with civic-tech organizations to develop innovative tools to empower men and women to engage in anticorruption actions;
  • Support the organization of public consultations, thematic workshops on the substantive issues relevant under the Project scope.

The key results have a direct impact on the overall successful achievement of the Moldovan UNDAF outcome 1.1: Institutional strengthening which is to increase the transparency, accountability and efficiency of central and local public authorities.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in public administration, law, economics or related areas.

Experience and skills:

  • At least four years of progressive working experience in the design, supporting innovation, management and implementation of project-based activities, preferably related to democratic governance, strategic advice and/or working in a relevant position to this post;
  • Previous experience in development assistance or related work for a donor organization, governmental institutions or an NGO is a strong advantage;
  • Experience of work with private sector is an asset;
  • Experience of work related to the field of anticorruption is an asset;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.), experience in handling of web-based management systems.

Language Requirements:

  • Fluency in oral and written Romanian, Russian, and English;
  • Working knowledge of one or more additional languages relevant for Moldova, including Bulgarian, Gagauzian, Romani, Ukrainian or sign language would be an asset.
