CRS in Moldova and Ukraine

CRS has operated in different capacities in Moldova since 2004 and in Ukraine since 2017.  CRS works with local partners to implement an integrated, multisectoral program portfolio of humanitarian and development assistance. In Ukraine, CRS works in partnership with Caritas Ukraine and Caritas Spes Ukraine, to deliver life-saving humanitarian assistance to Ukrainians affected by the war. In Moldova, CRS is focused on meeting both the immediate and long-term needs of Ukrainian refugees, including cash, education and psychosocial support (PSS) and shelter programs. CRS is also working with governmental and non-governmental partners to end the placement of children in residential care institutions through the Changing the Way We Care initiative.

The post concerns a consultancy agreement between CRS Moldova-Ukraine and the successful candidate. 

 CRS is hiring for this position for 6 months.

 Place of Performance: The Provider is expected to be based on Kyiv, Ukraine or will work remotely.

Level of Effort/working hours: 40 hours a week.

Summary 

The general responsibility of the Provider is to deliver data management technical support to the program portfolio of CRS and partners in Ukraine and to serve as Data Management trouble shooting Focal Point for emergency and early recover programs. The Provider may be requested to provide remote support to Moldova programs.

Roles and Key Responsibilities:

  • In close coordination with the MEAL Manager, the MEAL team, and the Program Managers, provide data management support, especially for CommCare, PowerBI and other data management related software.
  • Provide technical support to create and maintain CommCare and PowerBI applications for new projects.
  • Monitor and promptly troubleshoot data management related issues and challenges in coordination with Program Managers and MEAL staff of CRS and Partners.
  • Organize trainings for CRS and partners’ team regarding data management applications including to solve reoccurring data management issues.
  • Create User Guide for existing and new projects by documenting all the processes they should follow to use data management software (as required)
  • Set up appropriate, user-friendly and compliant with CRS requirement spaces for data store and analysis.

 

Typical Background, Experience & Requirements:

Education and Experience

  • Bachelor’s in a degree in IT sectors is preferred.
  • High and demonstrated proficiency in CommCare, KOBO Collect and other digital data collection platforms is required.
  • High and demonstrated proficiency in PowerBI or other relational database management software is required.
  • Previous experience in the NGO sector is desired.
  • Proficiency in MS Office package including Word, Excel, MS Teams etc. is desirable.
  • Experience in preparing professional documents is desired.

Knowledge, Skills and Abilities

  • Excellent computers skills, including Microsoft Office.
  • Ability to quickly learn software and data management systems and attention to detail in data management formulas and queries.
  • Demonstrated ability to perform fast and efficiently, maintaining discretion and confidentiality while maintaining the agency’s high standards.
  • Excellent interpersonal communication skills, especially under pressure
  • Proactive, resourceful, solutions oriented and results-oriented.
  • Ability to work collaboratively and good organizational skills.

Required Languages – Proficiency in English and Ukrainian required. Additional languages such as Romanian and Russian is a plus.
