Organizational Setting: FAO is implementing an emergency programme in Moldova to support vulnerable people living in rural areas with required agriculture inputs for the planting season and technical assistance on sustainable and resilient agriculture production. The aim of the Emergency Program is to mitigate the negative effects of the multiple crisis on agri-food systems. The activities will be implemented through three different projects with harmonized performance indicators and synergized outputs. 

Reporting Lines: The Project Monitoring and Evaluation Expert will perform duties under the overall supervision of the Assistant FAO Representative in Moldova, the technical supervision of the Agriculture Officer at the Regional Office for Europe and Central Asia and in collaboration with the relevant departments of the Ministry of Agriculture and Food Industry.

 

Tasks and responsibilities:

The incumbent will perform the following tasks and responsibilities:

  • Develop and implement results-based monitoring and evaluation system (the dashboard) for the Emergency Program, building on projects’ Logical Framework Matrix (LogFrame)/indicators and annual work-plan.
  • Ensure the dashboard indicators are updated monthly and pro-actively advocate that corrective measures are taken when activities, output and outcome are off-track;
  • Maintain a farmer beneficiary Database, by compiling and verifying lists provided by implementing partners;
  • Design Post-Distribution Monitoring (PDM) questionnaires and implement PDM on a sample of farmers’ beneficiaries;
  • Prepare short PDM reports;
  •  Implement a Grievance Redress Mechanism (GRM) to enable the tracking and addressing of complaints, and ensure an effective feedback mechanism between FAO, implementing partners and beneficiaries;
  • Document success stories of beneficiary farmers who benefited from FAO support;
  • Collect relevant information and data to be used for analysis and reports in the agriculture sector;
  • Participate in trainings, workshops and other similar events with required expertise and presentations;
  • Liaise with Monitoring, Evaluation, Accountability and Learning (MEAL) and M&E team in Rome for guidance on PDM and GRM;
  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

 

Minimum Qualifications

  • A university degree in one of the following fields is required: Economics, Agriculture, Law or Public Administration etc
  • A minimum of 2 years of relevant professional experience in areas such as project monitoring
  • Planning, monitoring and Evaluation capacities
  • Proved analytic and reporting abilities
  • Minimum of 5 years of experience in quantitative and qualitative research, evaluation, and development of strategic documents
