Startup Moldova is hiring Legal Advisor
The Legal Advisor will provide legal expertise and guidance to ensure the Startup Moldova’s operations comply with national legislation, donor requirements, and internal policies. The Advisor will work closely with management, finance, and program teams to support legal documentation, contracts, and regulatory compliance.
Specific Duties and Responsibilities:
- Provide legal review and drafting of contracts (services, employment, partnerships, grants, donations, etc.);
- Support Startup Moldova in interpreting and applying legal provisions from the Civil Code, Labor Code, Tax Code, NGO Law and other relevant acts;
- Ensure the legality of internal procedures and advise on institutional risks;
- Assist in public procurement, service agreements, and donations (local and international);
- Draft internal legal documents: mandates, letters, notifications, and responses to third parties;
- Maintain and monitor the legal compliance calendar (license renewals, declarations, etc.);
- Provide legal support in disputes or complaints, in coordination with external lawyers (if needed);
- Ensure contract templates are up to date and align with legal standards;
- Support governance bodies (Board/Consiliu) with legal documentation and advice;
- Participate in or oversee due diligence processes and legal audits when necessary;
- Assist in compliance with data protection and personal data regulations (if applicable);
- Other legal tasks upon request to support the Foundation’s operations.
- Support Startup Moldova’s advocacy efforts by drafting position papers, legal opinions, and policy recommendations relevant to the startup ecosystem.
- Respond to official requests from state authorities, providing timely, accurate, and well-substantiated legal input on regulatory and legislative matters affecting startups.
Requirements and qualifications:
- Minimum 3 years of experience as a legal advisor or jurist, preferably in the nonprofit or donor-funded project context;
- Solid knowledge of Moldovan civil, labor, NGO and tax legislation;
- Experience working with international donors or projects (EU, UN, etc.) is an asset;
- Excellent analytical, research, and drafting skills;
- High level of professional ethics and discretion;
- Fluency in Romanian; proficiency in English is required (Russian – an advantage);
- Proficiency in Microsoft Office, Google Workspace, and legal reference tools/platforms.

- Contract type: Part-time / Freelance / 1-year Service provision contract with the possibility of extension
