NRC Moldova is looking for a Shelter and WASH Officer

Role and responsibilities 

The Shelter Officer is responsible for assisting in the day-to-day implementation of shelter, winterization and NFIs plan for Ukrainian refugees in Moldova, working with NRC colleagues, suppliers, contractors, and partner organizations to implement projects in shelter, winterization and NFIs distributions. 

 Generic responsibilities 

  • Monitor and report on shelter, winterization and NFIs distribution activities and ensure compliance with plans and NRC standards. 
  • Manage the ordering and delivery of supplies and kits to key locations throughout Moldova, as per beneficiary registration and or requested by the implementing partners and agencies. 
  • Monitor activities and report any issues or concerns in a timely manner. 
  • Administer payment requests for partners, contractors, suppliers etc. 
  • Carry out data collection, beneficiary registration and monitor progress against the plans. 
  • Prepare and file relevant documents according to procedures. 
  • Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action. 
  • Ensure that all beneficiary requests are dealt with in a timely manner and where relevant refer beneficiaries to different services like ICLA, Protection from Violence and Education within NRC. 

Specific responsibilities 

  • Act responsibly and communicate respectfully with service providers and community members in relation to the placement of orders for shelter, winterization and NFIs. 
  • Explain the NRC assessment and selection process well to refugees and community members who do not fall within the project criteria. 
  • Collect and submit orders for shelter, winterization and NFIs to the logistics department. 
  • Coordinate with Logistics and suppliers for the delivery of the packaged items and ensure having the recipient signatures on the delivery forms.
  • Carry out random quality control checks on items being delivered to ensure that they are appropriate quality and as ordered. 
  • Submit daily and weekly reports to Shelter and WASH Coordinator on the activities and action points assigned. 
  • Coordinate with various NRC staff at field level on implementing program activities. 
  • Systematically refer to any issues or complaints from key stakeholders. 
  • Assist in the post distribution monitoring as required. 
  • Prepare database systems, including data entry and data quality checks as required. 
  • Perform any other task deemed necessary for the core competency area of interest as directed by Shelter and WASH Coordinator and NRC management.

 Competencies 

 Professional competencies 

  • Minimum of 1 year of relevant work experience in shelter and/or logistics activities, including customer liaison and record keeping. 
  • Good numerical and communication skills. 
  • Previous experience of working in complex and volatile contexts. 
  • Documented results related to the position’s responsibilities. 
  • Proficiency in English & Romanian, Ukrainian, or Russian both written and spoken.
