INTERSOS is a humanitarian organization working on the protection of Ukrainian refugee at Chisinau and other Regions around the country.All INTERSOS employees are expected to perform their roles and responsibilities according to the INTERSOS charter of values, code of ethics, PSEA and Child Protection policies.

Main Purpose

Support the Programme Coordinator in developing, implementing, monitoring and evaluating project activities, data analysis and progress reporting, with a specific focus on proposal development, programmatic planning, and coordination of internal inputs across departments. The Programme Officer plays a key role in ensuring quality contributions to project design, selected support to reporting and compliance, and effective coordination of programme activities. Upon delegation, the Programme Officer may be assigned to directly manage components of small-scale projects’ activities, in line with the mission’s strategy.

Tasks

  • In coordination with the Programme Coordinator and Project Managers, support in preparing, updating and following up on work plans for project activities, ensuring compliance with donor requirements and project strategies.
  • Support the development and implementation of needs assessments, analyse findings, and contribute to the definition of contextually appropriate intervention strategies.
  • Participate in field and monitoring visits, support logistics for field/monitoring missions, and contribute to documentation of lessons learned and best practices.
  • Support and facilitate implementation strategies for ongoing projects.
  • Contribute to drafting of narrative reports, including sections of financial reports when required, and ensure dissemination of updates.
  • Ensure timely collection, organisation, and upload of project materials and documentation to IMP and relevant platforms.
  • Maintain up-to-date knowledge of relevant stakeholders and coordination structures, ensuring contact lists and partner mapping are accessible.
  • Participate in and support the organisation of kick-off, review and closure meetings for projects.
  • Upon delegation from the Programme Coordinator, coordinate or manage small-scale projects or specific components, overseeing planning, implementation and reporting.
  • Identify and analyse funding opportunities, contributing to donor mapping updates and supporting in the draft of the Go/No-Go for the decision-making processes.
  • Support the engagement of relevant departments (MEAL, Finance, Logistics, HR, etc.) for project design.
  • Identify and monitor funding opportunities and calls for proposals aligned with INTERSOS’ strategic priorities and areas of intervention.
  • Draft and contribute to drafting project proposals, including logframes, narrative sections and budget justifications.
  • Ensure alignment of proposals with donor guidelines and INTERSOS standards before submission.
  • Compile data and contribute to the preparation of weekly, monthly, quarterly and annual reports for internal and donor use.
  • Support collection and verification of financial documentation (receipts, invoices, attendance sheets) and ensure delivery to Finance for processing.
  • Contribute to donor reporting processes, assisting with data consolidation, drafting sections, and ensuring timely submission.
  • Track reporting deadlines and support adherence to donor and internal compliance.
  • Maintain and organise reporting documents, ensuring proper archiving on IMP and internal drives.
  • Collaborate with MEAL and technical teams to integrate M&E indicators and evidence into project design and donor reports.
  • Contribute to the organisation of internal training sessions, briefings, and knowledge-sharing initiatives on proposal writing and donor compliance.
  • Maintain internal records and systems up to date, ensuring document consistency and version control.
  • Establish and maintain good working relationships with local partners, institutions and community-based organisations.
  • Facilitate effective internal and external communication among teams and partners.
  • Represent INTERSOS in relevant meetings, working groups, coordination platforms or public events as delegated.

Requirements

Education 

  • University degree in International Development, Political Science, Humanitarian Affairs or other relevant field

Professional experience 

  • At least 2 years of relevant experience in programme support, project development or grant management in humanitarian or development contexts, including management and logistics responsibilities

Professional requirements 

  • Strong knowledge of project cycle management, proposal development, and basic budget understanding.
  • Experience in drafting proposals for institutional donors (e.g. ECHO, UNHCR, AICS).
  • Familiarity with donor reporting and compliance processes.
  • Ability to coordinate with multiple departments and synthesise inputs.
  • Excellent writing and communication skills in English, Romanian and Russian. Italian is an asset.
  • Computer proficiency (Microsoft Word, Excel, PowerPoint, Outlook).
