Grants Specialist - USAID Funded Effective Justice Programs

Dexis Consulting Group, an international development firm based in the United States with a branch in Moldova, is seeking qualified Moldovan nationals as candidates for a Grants Specialist to support its USAID funded grant activities within its Effective Justice IDIQ task orders.
Initial Period of Work: Date of Hire – February 2027
Remuneration: Based on qualifications, general range $90 - $105 per day and paid in local currency
Work Environment: Hybrid between in-office and home-based work.
Reporting: Task Order Leadership for technical aspects of grant management, which include programmatic scope of RFAs, acceptance of deliverables, addressing grantee performance issues, etc., and to the Director of Operations for Dexis contracting and procurement compliance.
The Grants Specialist will be required to successfully complete the following tasks and responsibilities:
- Support the selection, evaluation, and awarding process of grants programs within current and future Task Orders. Current task orders include TO1 Model Court Initiative (MCI) and TO3 Justice and Anti-Corruption Reform Activity (JARA).
- Review grant budgets to ensure that costs are allowable, allocable, and reasonable.
- Oversee the implementation of Effective Justice IDIQ Task Order grants in accordance with the Dexis Moldova Effective Justice Grants Manual and individual grant agreements terms and conditions.
- Ensure technical monitoring and evaluation of all aspects of the implementation of individual grants.
- Provide capacity building and organizational support to grantees, as necessary.
- In collaboration with Task Order Leadership and the Director of Operations, ensure that grants are implemented in line with all USAID compliance, reporting, invoicing, and accountability requirements.
- Conduct closeout activities for grants in line with the Dexis Moldova Effective Justice Grants Manual provisions.
- Ensure all grant records are complete and organized and saved in the field office file and uploaded on SharePoint for home office access.
- Perform other duties as assigned.
Note: From time to time the Grants Specialist may be called upon to back-up the Effective Justice Monitoring and Evaluation Specialist to support the successful completion of activities within all task orders.
Minimum Qualifications:
- Prior experience working with donor-funded projects and in managing donor-funded grants, direct experience with USAID funded programs will be a strong advantage.
- Experience with capacity building for Civil Society Organizations.
- Ability to work independently under minimum supervision and efficiently coordinate several ongoing tasks.
- Ability to work under pressure with a positive attitude, as a part of the project team.
- Advanced competency in using Microsoft Office (Word, Excel, and PowerPoint).
- Excellent report writing and presentation skills.
- A university degree relevant to the USAID Funded Effective Justice Grant Programs’ thematic areas.
- Fluency in oral and written English, Romanian and Russian.
