- The Republic of Moldova has received financing from the World Bank toward the cost of the Sustainable Transition through Energy Efficiency in Moldova Project (STEEM) and intends to apply part of the proceeds toward payments under the contract for Installation of Individual Heat Substations and associated piping for public buildings in Chisinau DH system (Plant - Design, Supply & Installation).
- The Moldova Energy Projects Implementation Unit (MEPIU) now invites sealed Bids from eligible Bidders for the or the design, supply, installation and commissioning of Individual Heat Substations and associated piping for public buildings in the Chisinau District Heating system.
- Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
- Interested eligible Bidders may obtain further information from the Moldova Energy Projects Implementation Unit (MEPIU) and inspect the bidding document during office hours from 09:00 to 17:00 local time at the address given below.
- The Bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of:
- EUR 50.00 (fifty Euro, 00 eurocents)net of bank charges, in the case of electronical distribution (via e- mail) of the bidding document, or
- MDL 2,500.00 (two thousand five hundred Moldovan Lei, 00 bani)net of bank charges, in the case of collection of printed bidding document from the MEPIU office at the address stated below, or
- EUR 250.00 (two hundred fifty Euro, 00 eurocents)net of bank charges, in the case of courier delivery of the printed bidding document.
Prior to the submission of the bidding document by MEPIU, the nonrefundable fee must be proven to be paid, by means of a SWIFT payment confirmation, which may be presented via e-mail. The method of payment in all cases, shall be the bank transfer to one of the accounts listed below:

- Bids must be delivered to the address below on or before September 26, 2025 at 11:00 AM (local time). Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on September 26, 2025 at 11:00 AM (local time). All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
- All Bids must be accompanied by a Bid Security of EUR 50,000.00 (Fifty thousand Euro, 00 eurocents).
- All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
