Selection of a PR/Consulting Agency or Consortium to Develop and Execute an International PR Campaign for Moldova Innovation Technology Park (MITP)

I. Instructions for Applicants 

Applicants are invited to review the terms of reference and submit their proposal package to veronica.bucur@mitp.md  (cc: viorica.jereghi@mitp.md) no later than 23 May 2025

The proposal package should include: 

  1. Technical Proposal: 
  1. Methodology and actions to achieve the objectives. 
  1. Company profile with relevant experience. 
  1. CVs of key experts involved. 
  1. Financial Proposal: 
  1. In USD, net of VAT. 

II. Background and Context 
Moldova Innovation Technology Park (MITP) is a trailblazer in fostering IT sector growth and innovation in Moldova. With a unique fiscal and business framework, MITP offers residents a 7% single tax rate, simplified tax compliance, and access to the IT Visa Program, which streamlines talent mobility and immigration for professionals and their families.  

MITP represents 85% of Moldova’s IT sector in terms of sales, jobs, and exports, with over 2,300 tech companies and 24,000+ employees contributing to an estimated $750 million revenue in 2024. As Moldova seeks to position itself as a global IT destination, MITP catalyses international investment, innovation, and partnerships.  

In 2024, the first international PR campaign developed with the support of a UK-based agency established Moldova as a prominent IT hub, garnering attention from international media and stakeholders. The campaign laid the foundation for increased visibility and global recognition of Moldova’s IT ecosystem. To build on the previous campaign, MITP seeks a PR agency to continue and expand these efforts, reinforcing Moldova’s position on the global IT stage. 

III. Objectives of the Campaign 

The PR campaign aims to: 

  1. Increase global awareness of MITP’s framework, benefits, and Moldova’s potential as a promising IT destination. 
  1. Secure international media coverage in top-tier outlets  
  1. Highlight Moldova’s fiscal advantages, talent pool, and innovation-driven IT ecosystem. 
  1. Foster interest among IT companies, investors, and professionals to engage with Moldova. 

IV. Target audience(s):  

Primary - International and regional tech companies and investors 
Companies looking to expand, relocate, or invest in a favorable and competitive IT environment. This includes potential MITP residents, foreign investors, and startups seeking to scale through Moldova’s tech ecosystem. 
Secondary - Professional service firms and strategic partners 
Consulting firms, legal advisors, relocation experts, and tax optimization specialists who influence or facilitate the decision-making of IT companies regarding expansion or relocation. 

V. Scope of Work 
The selected PR/communications agency will be contracted for a period of June–September to support MITP’s international positioning efforts. The campaign aims to generate targeted media coverage, elevate Moldova’s visibility as a tech destination, and promote the benefits of MITP to prospective residents, partners, and investors. 

Core Responsibilities: 

1. Strategic Communication Planning 

  • Refine and execute a concise international communication plan aligned with MITP’s goals. 
  • Identify and tailor key messages for primary audiences (tech businesses, investors) and secondary (relocation consultants, ecosystem partners). 
  • Deliver a detailed action plan with timelines and monthly KPIs. 

2. Media Relations & Outreach 

  • Act as MITP’s press office during the campaign period. 
  • Pitch storylines to selected international outlets; secure interviews, quotes, or coverage. 
  • Coordinate pre- and post-event visibility for key milestones (e.g., Moldova Digital Summit). 

3. Content Development 

  • Draft media materials: press releases, op-eds, fact sheets, media kits. 
  • Produce thought leadership content and executive profiles (in collaboration with MITP). 
  • Support storytelling using existing brand assets and startup success cases. 

4. Agile Campaign Support 

  • Deliver bi-weekly progress updates and reporting. 
  • Remain responsive to ad-hoc PR opportunities (e.g., journalist inquiries, trend-based pitching). 
  • Ensure close coordination with MITP’s in-house and partner teams. 

5. Media Monitoring & KPIs 

  • Track and report on earned media coverage, impressions, and audience engagement. 
  • Provide a final results report, including lessons learned and future PR recommendations. 

6. Optional Value-Add: 

  • Propose 1–2 creative or high-visibility outreach ideas suited to the short campaign timeline. 

Monitoring and evaluation framework: 

Direct indicators: 

  1. Number of press hits (written, video, etc) generated by contract activity; 
  1. Media impressions, the potential reach of the generated press hits; 
  1. In the case of influencer partnerships or collaborations, such as reach, engagement, sentiment, and the impact of their content on campaign objectives. 

Impact indicators:  

  1. Views, followers, and website hits on owned media; 
  1. Earned Media Value (EMV) 
  1. Indirect mentions and international media pickup beyond agency efforts 

Other information to consider: 

  • Upon request, MITP representatives may provide access and/or quotes, information, and access to spokespersons from MITP residents 
  • Upon request, MITP may facilitate access to high-level Moldova Government figures to act as information sources/interviewees on MITP-related subjects. 

VI. Expected Deliverables 

  • Comprehensive communication strategy and action plan highlighting MITP’s fiscal advantages, talent, and innovation 
  • Media coverage in media outlets (articles, interviews, and features)  
  • Facilitation of interviews or speaking opportunities for MITP at tech events 
  • Facilitation of press trip to Moldova for journalists or tech influencers. 
  • Proposals for additional activities to enhance visibility. 
  • Regular reports outlining campaign outcomes and KPIs. 

VII. Qualifications and proposal submission Interested PR agencies are requested to submit a detailed proposal addressing the following: 

  1. Agency profile, including relevant experience in conducting similar PR campaigns; 
  1. Proposed methodology, approach, and timeline for achieving the objectives outlined in this document; 
  1. Key personnel and their qualifications and experience in similar projects; 
  1. A financial proposal outlining costs for the services and deliverables; 

VIII. Timeline 

  • RFP Announcement: 5 May 2025 
  • Deadline for Questions: 15 May 2025 
  • Answers to Questions: 19 May 2025 
  • Proposal Submission Deadline: 23 May 2025 

Only the answers sent via official MITP emails (above stated) will be considered official and carry weight in the RFP process and subsequent evaluation. Any answers received outside the official channel, whether received verbally or in writing, from employees or representatives of Moldova Innovation Technology Park, or any other party will not be considered official responses regarding this RfP. 

Proposal Submission Date. All proposals must be received by 23 May 2025. MITP reserves the right not to consider late offers. 

Verbal Presentations. Moldova Innovation Technology Park is entitled to select a short-list of offerors to participate in verbal presentations with the technical evaluation committee. Interviews may consist of verbal presentations of offerors' proposed activities and methodologies. Offerors should be prepared to pitch online their offer to the evaluation committee within 2 days of receiving notification. 

IX. Budget and Contracting Terms 

The ceiling budget for this project is $33,000 USD (net of VAT). Proposals exceeding this amount must include justification and are subject to evaluation. 

This is a Request for Proposals only. Issuance of this RFP does not in any way obligate Moldova Innovation Technology Park or any other involved party to make an award or pay for costs incurred by potential offerors in the preparation and submission of an offer. 

X. EVALUATION AND SELECTION CRITERIA 

A contract will be awarded to the bidder whose proposal is responsive to this RFP, meets the eligibility criteria stated in this RFP, meets the technical, management/personnel, and corporate capability requirements, and is determined to represent the best value to Moldova Innovation Technology Park. The best value will be decided using the trade-off process. That means each proposal will be evaluated and scored against the criteria and sub-criteria stated below. 

The selection of the PR agency will be based on the following criteria:
