Call for Concepts for the Implementation of Regional Energy Management Systems in the Region 5 (Ungheni, Nisporeni, Călărași)

Do you have established relationships with local public authorities in your region?
Do you have experience in managing and coordinating complex projects or programs at the regional level?
Are you capable of implementing systematic processes and supporting local authorities in establishing Energy Management Systems (EnMS)?
Then:
We invite your organization to submit a short project concept for the implementation of regional energy management systems to improve energy efficiency and sustainability in local public authorities.
The E4M project aims to support local authorities in adopting structured energy management practices, developing institutional capacities, and improving energy performance in public buildings and services.
Scope of Work
The selected organizations will be responsible for:
- Coordinating with local authorities and stakeholders in the respective region to implement energy management systems (EnMS) based on ISO 50001 principles.
- Providing project management, technical coordination, and administrative support to ensure successful implementation of EnMS in local public institutions.
- Supporting the identification and prioritization of energy efficiency measures and actions at the municipal, raional and regional level.
- Facilitating capacity-building activities for local public authorities, staff, and relevant stakeholders to understand and operate EnMS effectively.
- Establishing reporting, monitoring, and evaluation mechanisms for energy consumption and savings at the municipal level.
- Ensuring communication and visibility of the project to promote sustainable energy practices.
- Encouraging cross-institutional and regional cooperation to share lessons learned and best practices.
E4M will provide knowledge support and guidance during the project implementation.
Indicative Areas of Intervention
- Development and implementation of Energy Management Systems in local public authorities (e.g., municipalities, Raions) within the Region 5 (Raions:Ungheni, Nisporeni, Călăraș).
- Capacity building and training for municipal and raional staff on energy planning, monitoring, and reporting.
- Support in planning energy efficiency measures and optimization of energy consumption in public facilities.
- Development of mechanisms for monitoring energy performance and achieving sustainable outcomes.
The activity will run approximately for one year.
Eligibility and Selection Criteria
General Requirements
- Non-governmental/non-profit organizations legally registered in the Republic of Moldova.
- Demonstrated experience in project management, coordination, and implementation of complex programs.
- Proven capacity to work with local public authorities and engage multiple stakeholders.
- Independence from political parties and public authorities; direct responsibility for project management.
- Registration or operational presence in the targeted region is required.
Applications from consortiums or partnerships are accepted, provided that the lead organization fulfills the above requirements and that all partners demonstrate relevant expertise and added value. Partnership agreements should clearly define roles and responsibilities.
