NDI (the National Democratic Institute for International Affairs, USA) is the world’s leading organization in promoting principles and practices of democracy. NDI is a US based organization, with 40 years of operational experience and offices in 55 countries.

In Moldova we operate an extensive programme of support to mayors, civic groups, parliament, political parties and young/women leaders. We have a dynamic team of around 35 local staff, an internationally appointed country director and an office in Central Chisinau.

NDI Moldova is now hiring a MEL & Subgrants Officer for our team. Your job will be foremost to interact with all departments to gather and synthesize reporting to our donors, as well as collecting indicators and feeding them into the NDI Moldova and global Monitoring Evaluation and Learning systems. 

Over time, the position involves the organization of sessions for reflection and learning as well as elements of programme design.  Resting with the position of MEL & Subgrants Officer is also the management of a limited number of subgrants.

NDI is looking for a professional with a minimum of three years of experience in monitoring, evaluation and subgranting. A good command of the English language, both verbal and written, is critical to the position.

Job description

Position title: Monitoring Evaluation and Learning & Subgrants  Officer

Supervisor: The MEL & Subgrants Officer reports directly to the Country Director and Deputy Country Director

Work format: Full-time, office work, in line with NDI Moldova guidelines. An average of 8 hours per day, 5 days a week, are expected for a full time position.

Position Summary: The MEL & Subgrants Officer collects and summarizes reports from the functional units of the office, and is the link to the reporting function at the NDI headquarters in Washington DC. The MEL officer engages in dialogue with functional teams to sift out data,m anecdotes, examples and lessons learned, and assist the DC office with answers to questions. In addition to the MEL function, the position is also managing a limited number of sub-grants. 

Specific responsibilities

  • Collect, summarize and synthesize reports on activity and results from the functional teams of the office, and forward to Washington DC after Director approval.
  • Collect and input data for the NDI indicator database.
  • Service the management and internal requestors with data on request.
  • Organize, together with supervisors, quarterly reflection sessions.
  • Contribute to the MEL structure, including indicators and the logic of the intervention, in design of new programmes and projects.
  • Contracting and follow up of a limited number of subgrants, under the guidance of supervisors.

General responsibilities

  • Participate in office planning and dialogue
  • Interact with NDI offices in Washington DC and regionally to exchange experience and good practice.
  • Advice colleagues and office leadership on MEL and Subgranting
