Background

HELVETAS is the largest Swiss nongovernmental organization with a dual mandate for long term development and humanitarian response. It has been present in Moldova since 2018 implementing projects in the field of market systems development in the field of agriculture. It has a country office located in Chisinau with 9 staff.

Following the crisis in Ukraine, HELVETAS initiated emergency assistance for refugees at border points and reception centres. We are currently reinforcing our operational presence to build up a comprehensive response to the current crisis, in close collaboration with Alliance 2015 partners.

Duration: 3 months, renewable

GENERAL POSITION SUMMARY:
The position holder works under the direction of the Response Administration Manager, who manages Finance, HR, and Logistics services of the emergency response. He/she will work closely with the existing Administration personnel of the existing country office

Responsibilities
1. Responsible for maintaining personnel files for all staff – including recruitment documents, CVs, valid contracts, timesheets, employee data sheets, disciplinary papers and performance evaluations
2. Maintain a tracking system for all types of leave of all employees
3. Responsible for processing the monthly payroll of staff and service contractors
4. Ensure that all national staff have relevant job description; assist the management in drafting job descriptions for new positions
5. Responsible for managing the recruitment process of new staff to the HELVETAS office
6. Participate in disciplinary, hiring and termination meetings with program staff upon request
7. Responsible for clearing all departing staff
8. Conduct himself/herself both professionally and personally in such a manner as to bring credit to HELVETAS and to not jeopardize its humanitarian mission.
9. Other duties as assigned.
10. Assist in further development of HR systems and in designing amendments, as required.

Requirements
• University degree in a relevant field (Human Resources Management, Social Sciences, Social Work and Social Administration, Economics, Public Administration)
• Several years of applied experience working in the field of Human Resources administration
• Strong computer skills in MS Office programs, particularly Excel
• Strong organizational skills as well as attention to detail
• Excellent oral and written English skills
• Ability to be flexible and work in pressurised working environments

Due to the urgency recruitment will be done on a rolling basis, thus the position will be filled as soon as a suitable candidate is identified.
