TERMS OF REFERENCE
Job title: Legal Counselor to support the “Legal assistance to refugees, asylum-seekers and stateless persons” projects.
Duty station: Chisinau,Anenii Noi, Basarabeasca, Briceni, Cahul, Cantemir, Călărași, Căușeni, Cimișlia, Criuleni, Dondușeni, Drochia, Dubăsari, Edineț, Fălești, Florești, Glodeni, Hîncești, Ialoveni, Leova, Nisporeni, Ocnița, Orhei, Rezina, Rîșcani, Sîngerei, Soroca, Strășeni, Șoldănești, Ștefan Vodă, Taraclia, Telenesti, Ungheni, UTA Gagauzia, Transnistria.

Contract type: Service contract, 169h/month

Key areas of accountability
- Assist all persons of concern ensuring timely high-quality protection information, monitoring, counseling, assistance, and representation at administrative stages of asylum/statelessness procedure.
- Regularly visits for legal counseling sessions at Temporary Accommodation Centre for asylum-seekers and Refugee Accomodation Centers.
- Regularly visits for legal counseling sessions at Migrant Accommodation Centre (MAC);

- Monitoring visits to the border crossing points with Romania and Ukraine
- Conduct individual/family visits, interviews, and counseling in order to assess in practice the situation of asylum-seekers, refugees, beneficiaries of humanitarian protection and stateless persons.
- Refer persons of concern to relevant state authorities for any type of available assistance and monitor the access to the national social, legal, educational and medical assistance.
- Provide expertise to relevant state stakeholders

Qualifications and skills required:
Academic Qualifications:
• University degree, preferably in international law or human rights law.
• Lawyer license would be considered an advantage
Experience and knowledge:
• Previous work experience in the area would be considered as advantage
• Good organizational and time-management abilities.
• Proficiency in Excel, Word, Power Point, use of databases
Competencies:
• Good analytical skills and good oral and written communication skills.
• Ability to work effectively under stress and in crisis situations.
• Cultural and gender awareness.
• Fluency in Romanian, Russian and English languages.
• Driver license.
