Communications Consultant

The United Nations Development Programme (UNDP) is currently implementing the Advancing Quality Education and Lifelong Learning Opportunities for All Project that requires the services of Communications Consultant to provide professional support and expertise with regard to project communication, organisation of project activities and communication campaigns. He/she will be responsible for contributing to implementing the projects communications plans in compliance with the UNDP and EU corporate visibility guidelines and rules and in close collaboration with the project team, UNDP Communications Analyst, beneficiary institutions, CSOs and mass-media representatives.

Specifically, the Consultant will have the following responsibilities:

  1. Contribute to the project’s communications strategy and plans, in coordination with the donor, partners and in strong cooperation with UNDP Communications Analyst;
  2. Draft project communications materials to a professional standard for Romanian and Russian language audiences, including blog posts, op-eds, articles, success stories, interviews, photo essays, press releases etc;
  3. Conceptualize and support the organization of project events, including: press-conferences, press clubs meetings, press tours, site visits, launches, conferences, policy dialogues etc;
  4. Conceptualize and manage the development of communications assets (project visual identity, graphics for social media, layout of knowledge products, infographics, illustrations etc.) and promotional materials (printed materials, banners, rollups, stickers, marking signs etc.);
  5. Contribute to project’s publications, including reports, newsletters etc. Manage development of brochures, leaflets etc;
  6. Conceptualize and implement awareness and advocacy campaigns;
  7. Monitor the effectiveness of communications efforts and external press coverage, and other domestic or international developments that may be of relevance.

REQUIRED EXPERIENCE AND QUALIFICATIONS:

Academic Qualifications/Education:

  • Bachelor’s degree or higher in Journalism and Science Communication Media Studies, Public Relations, or communication related area.

Experience:

  • At least 3 years of experience in the fields of communication or journalism as a communication specialist;
  • At least 2 years of work experience in developing and implementing media/communications strategies and plans, visibility and awareness raising campaigns, drafting communication materials and products (including elaboration of articles, press releases, interviews, and other communication product) – (if applicable, please submit links in the proposal);
  • Previous experience in the field of education will be considered an asset;

Competencies:

  • Experience in similar positions in an international organisation implementing international development assistance;
  • Previous demonstrated professional experience in working directly with CSOs and mass-media;
  • Experience in implementation of communications campaigns;
  • Good written communication, creative and analytical skills, as well as the ability to communicate effectively with stakeholders and to present ideas clearly and effectively;
  • Excellent oral, written communication and editing skills, with proven ability to meet tight deadlines, to handle multiple priorities simultaneously and to adapt to changing circumstances;

Language skills:

  • Fluency in Romanian, Russian and English languages (verbal and written) is a must.

Personal qualities:

  • Strong sense of initiative and ability to work independently;
  • Demonstrated interpersonal and diplomatic skills, as well as the ability to communicate effectively with all stakeholders and to present ideas clearly and effectively;
  • Proven experience in the use of social media, multi-media, and digital platforms;
  • Proven commitment to the core values of the United Nations, in particular respecting differences of culture, gender, religion, ethnicity, language, age, HIV status, disability, and sexual orientation, or other status.
