 The Partnership Coordinator will contribute to the partnership mandate and deliverables, building on NRC’s 
existing partnership processes and toolkit. The role requires a diverse set of skills including an 
understanding of partnership programming in emergencies or development settings and the ability to 
collaboratively increase national NGOs’ organisational capacity. Critical to successful delivery of partnership 
mandate, role will be responsible for coordinating and advising on partnership agreement management 
and other initiatives led by the Partnership Unit. Successful candidate will have a strong understanding of 
risk and compliance and ability to transfer the knowhow to the local partners in line with NRC’s internal 
policies and procedures and sector standards.

RESPONSIBILITIES

Generic responsibilities:

1. Contribute to implementation and adapting the global NRC partnership toolkit to the local 
humanitarian response context.
2. Contribute to a harmonised approach to partnership between NRC programme response and NRC 
partners, in line with NRC policy, guidance notes and toolkits.
3. Lead the management of the Project Implementation Agreements (PIA) with local partners and NRC 
staff, including due diligence and organisational capacity assessments.
4. Support learning and development of staff on issues of partnership.
5. Contribute to mainstreaming safeguarding guidelines.
6. Contribute to mainstreaming protection guidelines in the NRC activities as per NRC’s Protection 
mainstreaming guidelines and ensure that all breaches/concerns reported are properly resolved.

Specific responsibilities:
Project Implementation Agreement (PIA) management:
• Support in negotiating new projects and programs with partners and work with relevant NRC staff 
from programmes and finance, including coordinating technical and financial requirements with 
Grants in line with donor requirement.
• Draft partnership agreements and/or contractual documents required for the signature and 
implementation of new projects.
• Support in modification requests on existing PIAs with programme and finance staff members
• Work actively with the protection, accountability, grants, and compliance units to ensure strong 
mainstreaming of core NRC principles across operational partners.
• Ensure that donor requirements/procedures are reflected in the PIAs and modification requests.
• Provide technical support to partners, particularly on M&E, PIA(/grants) management issues and 
financial management and compliance.
• Contribute to the mapping of national and local NGOs, Community Based Organisations (CBOs), 
and civil society actors.
• Ensure the adherence of the intervention with NRC’s project cycle management approach.

Other responsibilities: 
• Support a structured approach to partnerships, including the development of tools for identifying, 
assessing, capacity building, monitoring, and evaluating partnerships.
• Actively integrate partner feedback into tools and guidance and ensure strong mutual learning 
between NRC and its partners. 
• Work actively with the protection, accountability, grants, and compliance units to ensure strong 
mainstreaming of core NRC principles across operational partners.
• Ensure the adherence of the intervention with NRCs project cycle management approach.
• Support in organising project meetings- kick offs, review and project closures with partners and 
NRC staff members.
 

QUALIFICATIONS

1. Professional competencies:

• Bachelor’s degree or equivalent (e.g., social sciences, international relations, education, 
development, etc.)
• Minimum 3 years’ experience with NGO and/or international organisation, preferably in
partnerships and civil society strengthening
• Fluency in English, Romanian and Russian (speaking, reading, writing)
Context/Specific skills, knowledge, and experience: 
• Excellent training and facilitation skills
• Excellent coordination, communication (verbal and written) and networking skills
• Experience working with national and local civil society organizations
• Experience designing and implementing social programmes with various stakeholders (e.g., 
partners) 
• Understanding of Protection Principles and Principles of Partnership
• Understanding of programme and finance compliance issues working in partnerships
