Environmental Compliance Consultant, USAID/OTI Moldova Resilience Initiative

Project Summary:
The goal of the USAID/OTI Moldova Resilience Initiative (MRI) is to strengthen support for a democratic, European Moldova. USAID/OTI and MSI will work with a coalition of civic, media, and government stakeholders in support of program goals. The program will operate primarily through a small grants mechanism and will rely on ongoing analysis of the local context to inform programming.
**Please note: Only Moldovan citizens are eligible for this position**
Position Summary:
The Environmental Compliance Consultant will provide technical support to the program staff on all environmental compliance requirements for MRI activities in line with the program’s approved monitoring and mitigation plan. The Consultant will also submit regular monitoring reports upon MRI request. This will be a short-term assignment with an expected level of effort of up to 30 days over an initial period of 6 months, with the possibility of extension.
Responsibilities:
- Review MRI environmental compliance documents closely and become familiar with related procedures.
- Draft activity-level environmental monitoring and mitigation plans.
- Support the drafting of environmental compliance reports upon MRI request.
- Conduct site monitoring visits in line with activity environmental monitoring and mitigation plans to ensure grantee and subcontractor compliance with those plans.
Qualifications:
- Master’s degree in engineering studies, ecology, or another relevant field is required.
- Minimum three years of experience working in the environmental engineering field is required.
- Experience with USAID-funded or other international organization projects is required.
- Ability to work effectively and harmoniously under pressure in a stressful environment and with partners from different cultural and professional backgrounds is required.
- Ability to travel throughout Moldova is required.
- Fluency in English and Romanian is required.
