UNICEF Moldova_National Indiv Consultancy to conduct mid-term Evaluation of the EU4Moldova: Focal Regions Programme
UNICEF Moldova is hiring a national individual consultant to conduct the mid-term Evaluation of the EU4Moldova: Focal Regions Programme. The mid-term evaluation will assess the relevance effectiveness, efficiency and sustainability of Focal Regions Programme. The evaluation will include review of the programme design, and assumptions made at the beginning of the programme development process.
Qualifications and experience:
- University degree in Management, Public Administration, Development Studies and/or other relevant fields;
- At least 5 years of professional experience/technical knowledge in providing management or consultancy services in local development, participatory planning for sustainable development, including participatory monitoring and evaluation;
- Experience in conducting evaluation of projects in the inclusive growth area;
- Experience in managing, monitoring and evaluating projects for UN or other international development agencies in the region will be an asset;
- Fluent in English and Romanian both written and spoken. Knowledge of Russian is an advantage.

It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
