Tetra Tech is recruiting a Finance and Accounting Specialist to be based in Chisinau, Moldova to support the implementation of the USAID administered Moldova Energy Security Activity (MESA) from April 2022 to March 2026. The objective of the Moldova Energy Security Activity (MESA) is to strengthen Moldova's energy security by: (1) advancing physical and market integration of the Moldovan energy sector with Europe; (2) increasing renewable energy integration; and (3) increasing investment in energy efficiency and domestic power generation, particularly through increased adoption of renewable energy technologies.

The Finance and Accounting Specialist must be a resident of Moldova and legally authorized to work in the country. This position is full-time, and hiring is contingent upon USAID approval. Tetra Tech values a diverse workplace and strives to achieve gender equality.  Qualified women and men are strongly encouraged to apply.

Position Responsibilities:

  • Manage finance and treasury responsibilities including budgeting, cash management, reporting and monthly/quarterly forecasting.
  • Manage Accounts Payable function including processing and paying vendor invoices, verification of invoices against purchase orders.
  • Work closely with the program staff to ensure compliance and provide guidance as needed for the proper documentation and coding of activity costs.
  • Record financial activities in Quick Books and submit monthly files according to Tetra Tech's accounting procedures and set deadlines.
  • Submit receipts and other records of financial transactions to the Home Office accounting team.
  • Maintain foreign taxes report. Handle Moldovan taxation, which includes the preparation of tax calculation, payments, and compilation of monthly and annual tax reports.
  • Review and approve staff expenses in accordance with personnel and operations policies.
  • Coordinate with the Home Office accounting team and contracts specialist in preparing monthly funding requests, quarterly accruals reporting, and other requests as needed.
  • Prepare invoices and review all payment requests, ensuring that all back-up documentation and approvals are available for transactions.
  • Scan and file accounting documents.
  • Proactively identify errors and/or missing documentation to ensure compliance of financial documentation.
  • Ensure all financial documentation is filed (securely) in both hard copy and scanned and saved in project digital files.
  • Assist with occasional auditing of expenses, bank deposits, issuing payments to vendors, as well as ensuring proper stewardship and accounting of funds for in-kind and cash grants, other program activities, and program operations.
  • Perform other relevant duties as assigned.

Essential KSA's Required (experience, skills, education, certification, etc.):

  • Bachelor's degree in financial management, accounting, or other related field.
  • At least 5 years of professional experience in finance and/or accounting
  • Proven strong skills of MS Office applications (Word, Excel, Power Point) and proficiency with QuickBooks.
  • Strong interpersonal and communication skills.
  • Ability to maintain confidentiality.
  • Fluency in English (reading, writing and presentation skills) with strong oral and written presentation skills

Valued but not required KSA's:

  • Experience working on USAID, or other donor-funded projects in Moldova.
