UNICEF Moldova invites interested companies to submit their proposals to deliver a Multimedia Campaign to support the ongoing promotion of Bebbo parenting app in Moldova.

Goal

The overall goal of this campaign is to continue the promotion of Bebbo app among parents and caregivers of children under 6 years of age, in order to reach 20K downloads by the end of August 2024, having a retention rate of 80% or higher.

Objectives

  • As a result of this 5 months campaign, the Bebbo app to reach 4,000 more downloads in Moldova (reaching 20, 000 downloads in total – since the official launch);
  • To increase commitment of the involved ministries and partners, public and private sector to support and implement the promotion activities on the importance of the App;
  • Enhance parental and caregiver awareness and understanding of the Bebbo app through targeted educational initiatives and user engagement strategies.

Target Audiences

Primary audience

  • Parents to be;
  • Parents and caregivers of children 0-6;
  • Service providers – pediatricians, nurses, preschool teachers, and social assistants.

Secondary audience [groups that can influence primary audience]

  • Extended Family Members;
  • Governmental, non-governmental partners;
  • Traditional Media;
  • Parenting social media groups;
  • Workers in the ECD area;
  • Private sector partners.

Details of how the work should be delivered

The contractor will be expected to implement all activities specified in Terms of Reference, Annex B, between April 2024 and August 2024. The contractor will work under the UNICEF guidance and closely cooperate with the UNICEF Moldova ECD officer, SBC officer and Comms specialist. Exact timeframe for deliverables will be mutually agreed before contract signature.

Qualifications and experience of the company

For submission of proposals, the selected agency must comply with the following requirements and present the necessary documents:

  • Contractor must be a reputable event/management company with prior 5 years’ experience in organizing and successfully conducting similar campaigns;  
  • Prior positive experience of working with UNICEF/ UN is an asset;   
  • Prior positive experience working in child-related campaigns will be an advantage;
  • Contractor must have the ability to work under pressure and be flexible enough to adjust to UNICEF’s needs and expectations. 

Content of the technical proposal 

Technical proposal- to describe how the agency will address each component of the requirements described in this TOR highlighting key steps and approaches, methodology, time frames, quality assurance framework and any other details relevant information to support a fair assessment of agency capacity.

The contractor will submit the following documents: 

  • Company`s Registration Certificate; 
  • Company`s portfolio with proof of required years of relevant experience and samples of the performed similar work;  
  • Brief description of the team; 
  • Work plan showing the detailed sequence and timeline for the assignment implementation and, the overall approach to the implementation (between 500 and 1000 words); 
  • Quality assurance mechanism and risk mitigation measures (mandatory).

Financial Proposal 

The financial offer should refer to ALL deliverables plus any additional costs, with break-down per deliverables in MDL. When preparing the offer, please note that UNICEF will not cover separately expenses related to dissemination, media placement, translation, transportation, per diems, meals, software, subscriptions, documents, permits, insurance, or any other expenses.

Submission instructions

  • Bid Submission Deadline: 25 March 2024 11:00 (EET/Moldova time), please note any Bids received after the Submission Deadline will be invalidated.
  • Bid clarifications. Proposers are required to submit any questions in respect of this RFPS by e-mail to Cristina Dorogan. at cdorogan@unicef.org. The deadline for receipt of any questions is 21 March 2024, 17:00 (EET/Moldova time). 
  • Q&A document can be accessed here: QA file LRPS-2024-9188752 and will be periodically updated.
  • The only official tender e-mail address for proposals submission is: chisinautenders@unicef.org, no other UNICEF e-mails must be cc-ed.
  • Proposals sent in 2 separate e-mails: one e-mail with Technical Proposal and another separate e-mail with the Financial Proposal.
  • No price information should be contained in the Technical Proposal.
  • Request for Proposals for Services Form (pages 3-5 of the LRPS-2024-9188752 document) must be filled and signed and included in the Technical Proposal e-mail.
  • Please pay attention: by answering YES to the Declaration statements (included in the Request for Proposals for Services Form) it means you didn't participate in the listed actions, by answering NO it means you did participate in the listed actions.
  • All Technical/ Financial Proposals files included in the e-mail, no external links.
  • Proposals clearly marked with the RFPS number: LRPS-2024-9188752 in the e-mail title or on the envelope.
  • Validity period of the proposal - not less than 120 days.
  • Joint venture/consortium/subcontractor arrangements are addressed in the Technical Proposal.
  • Currency of the proposal- MDL.
