Tender no. 83461346 Conduct a national communication campaign and awareness raising activities on Dual VET

The German Development Cooperation through GIZ is looking for a company able to conduct a national communication campaign and awareness raising activities on Dual VET, within its “Strong Businesses and Communities for Moldova” project. The period of the campaign is from April to August 2024

The selected institution will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The objective of this assignment is to promote attractiveness of the dual vocational education and training (dVET) system among pupils, their parents, young people from disadvantaged groups schoolteachers, and local communities. It is, also, to Inform these target groups using various communication channels on national level by presenting the advantages and opportunities of dVET.

To achieve the objective, the service provider shall perform the following tasks:

  1. Develop and implement a media plan for communication and awareness campaign for dual VET on radio and social media networks.
  2. Support to MoER to maintain and keep up to date the informative landing web page about dual VET with communication and informational materials provided by project team, MoER, CCI. No personal data is to be collected, published, or stored via this page.
  3. Update and share existing video materials on YouTube channel.
  4. Develop necessary visuals (at least 4 electronic banners dedicated for different target groups) to be used on existing promo channels. No personal data is to be collected, requested, published, stored, or required via these measures.

The social media content will be coordinated with the project team and the Ministry of Education and Research (MoER).

The tender is open to private companies, non-government organizations, professional associations, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova. For a consortium a cooperation agreement should be included in the technical offer.

Offers must be prepared in Romanian.

Proposals must be submitted in two parts, consisting of:

  • Part 1: Technical offer, that should describe in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables (please see the details in TOR)
  • Part 2: Financial offer, detailed budget expressed in Moldovan Lei, VAT 0.

Bid’s evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (83461346) and subject on it, to GIZ Office Chisinau (73/1, Stefan cel Mare si Sfant Boulevard, NBC building; 9th floor, Chisinau) not later than 28.03. 2024 time 15:00.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
