Tender no. 83461171 Support to ensure the integrity process of the national assessment at the lower secondary level (9th grade) by organizing the National Campaign for recruitment of observers

The German Development Cooperation through GIZ is seeking to contract a specialized company/organization or Consortium to Support the integrity process of the national assessment at the lower secondary level (9th grade) by organizing the National Campaign for recruitment of observers within its project “Strengthening the Rule of Law and Anti-Corruption Mechanisms in the Republic of Moldova.”

The service provider is expected to prepare and conduct a National Campaign for recruitment of observers/volunteers for the national assessment at the lower secondary level (9th grade) for the current year, facilitate the process ensuring their integrity and participation to the national assessment entire process, support the process of re-checking the exam tests from districts/municipalities subject to external monitoring. The observers/volunteers will act as delegates of the National Exams Commission to monitor the accuracy of the national gymnasium graduation exams. The whole process will be performed in the period April – August 2024.

Applying companies are encouraged to establish partnerships with other organisations with relevant experience in the fields targeted by this tender and/or subcontract national experts.

All activities shall be conducted according to the Terms of Reference (ToR).

Interested companies shall submit the following set of documents:

  1. Technical offer (in a separate sealed envelope, maximum 5 pages, excluding CVs, Certificates and authorizations), containing:
  • Company / CSO profile;
  • Previous works references with at least 3 projects in the field of communication and/or event management implemented during the last 3 years or recommendation letters;
  • At least 5 years of relevant experience in the field of implementing similar projects (with a minimum budget of 50.000 EUR) (experience in Education sector will be considered as an advantage);
  • Short description of the approach used in fulfilling the scope, description of the activities and implementation schedule according to the ToR;
  • Management of the project (approach and procedure for project coordination).
  • Personnel assignment plan (who, when, what work steps), including explanation and specification of expert days);
  • CVs of key staff (3-4 maximum) in English or Romanian language. The CVs shall not exceed 2 pages each. They must clearly show the position and job the proposed person held in the reference project and for how long;
  • Copy of the company’s registration certificate in the Republic of Moldova, any available licenses and/or permits;
  • Company bank data, including bank name, code, and IBAN in MDL.
  • No-debt certificate issued by the Moldovan Tax Inspection or copy of the latest financial report.
  1. Financial offer (in a separate sealed envelope), containing the overall amount for the realization of each activity / deliverable, as well as a total budget expressed in MDL, VAT exclusive. Only costs listed in the financial offer can be reimbursed.

Bids evaluation will be performed based on the ratio 70% for the technical offer (including company or CSO / expert’s experience, capacity to perform as required, correspondence of the technical offer to the conditions set in the TOR) and 30% for the financial offer.

Applications shall be delivered in sealed envelopes, showing the tender number and subject on it (National Campaign for recruitment of observers), to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9th floor, Chișinău,) not later than 28.03.2024 time 1500.

 

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than MDL (Moldovan Lei) will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
