Selection of a PR/consulting agency or/and a consortium that will develop and execute a complex PR campaign aiming at the implementation of an international PR action plan for 8 months aimed to increase international awareness of MITP’s framework and advantages, as well as promote the Republic of Moldova as a tech destination

I.            INSTRUCTIONS FOR APPLICANTS

Applicants will read the terms of reference and submit their full proposal package to veronica.bucur@mitp.md and viorica.jereghi@mitp.md no later than October 14, 2025.

The full proposal package will include:

1. Technical proposal (proposed methodology describing the actions to be taken to complete the assignment, company’s profile (including the relevant experience and the key experts involved), and any other information that might be assessed as valuable for this assignment;

2. Financial proposal (in EUR, net of VAT)

II.          ABOUT MITP

Moldova Innovation Technology Park (MITP) is a virtual Park driving the growth and global competitiveness of Moldova’s tech sector. Created by the Moldovan Government in 2018, MITP is a pioneering virtual IT park offering an internationally attractive fiscal and operational framework tailored to the needs of innovative businesses.

The core advantage: a single 7% tax on turnover, covering all corporate, payroll, and income taxes—simplifying compliance for both local and foreign businesses. This model is guaranteed by law to remain in effect until at least 2037, ensuring long-term predictability for investors and entrepreneurs.

Beyond taxation, MITP facilitates access to talent through the IT Visa Program, which streamlines immigration procedures for foreign IT specialists and their families. Companies can operate fully remotely, supported by Moldova’s nationwide high-speed digital infrastructure. The framework also embraces remote work opportunities and attracts digital nomads, while MITP actively engages in lobby and advocacy efforts to improve the business environment. In addition, it plays a key role in the international promotion of Moldova’s tech ecosystem, positioning the country as a competitive hub for innovation and growth.

Today, MITP is home to over 2,500 tech companies and more than 24,900 professionals, accounting for over 80% of the country’s IT sector in terms of turnover, exports, and employment. Its resident base includes startups, scaleups, R&D centers, and major international players operating across software development, AI, gaming, cybersecurity, fintech, and more.

Moldova is increasingly recognized as a rising tech destination. Notable success stories like Endava (NYSE-listed), Crunchyroll (formerly Ellation), Pentalog, and Ritlabs reflect the country’s evolution from an outsourcing hub to a center for product innovation and digital transformation.

MITP acts as both ecosystem catalyst and global business gateway—empowering companies to innovate, hire, scale, and connect to international markets from the heart of Eastern Europe. Its mission is to promote Moldova as a smart, cost-effective, and future-ready destination for IT, with policies that enable agility, transparency, and long-term growth.

 III.         OVERVIEW AND OBJECTIVE:

MITP, with prior successful international PR campaign seeks to engage a PR/consulting agency or consortium to design and execute a 7-month targeted PR campaign. The aim is to amplify global awareness of Moldova as a competitive IT destination, highlight MITP’s unique fiscal and operational framework, and attract foreign companies, investors, and talent.

The campaign should build on our existing PR experience and market presence, focusing on scaling visibility in priority international markets, strengthening MITP’s brand, and showcasing Moldova as an emerging hub for innovation,  costs optimization and tech talent.

 IV. PROJECT ASSIGNMENT

The selected PR agency will be responsible for the following key objectives:

Strategic Communication Planning:

  • Develop a comprehensive communication strategy and action plan to effectively promote the MITP, residency benefits, and advantages of Moldova as an IT destination initiative.
  • Create tailored messaging, and written materials including matte releases to resonate with key stakeholders, including entrepreneurs, investors, and media.

Media Relations and Outreach:

  • Build and maintain a positive image for MITP and Moldova as a tech destination by establishing solid relationships with media outlets with regional and international coverage.
  • Secure media coverage through press releases, media pitches, interviews, and thought leadership articles.
  • Initiate, organize and coordinate press events, press trips, media briefings, and other media-related events.

Target audience(s):

Primary - Tech companies and startups seeking to expand, relocate, or register their operations in a business-friendly and cost-efficient jurisdiction like MITP.

Established international IT firms exploring regional hubs for R&D centers, support operations, or product teams.

Secondary - Consulting firms and professional service providers specializing in IT, legal advisory, sourcing, relocation, tax optimization, market entry, and business development in new markets

MITP communication motives/activity agenda (changes can be made):

  1. Bi-annual SumIT UP events, where MITP reports on achievements
  2. Moldova Innovation Awards Gala (December 5, 2025)
  3. Participation at regional and international events. Keynote or speaking engagements by MITP leadership
  4. MITP featured in international rankings or reports
  5. Showcasing international success stories of MITP residents

The list of Events or Communication motives can be slightly changed/adjusted;

 Detailed scope of work:

  • Develop a Strategy and activity plan;
  • Conduct research and discovery meetings with the MITP team to get into details;
  • Engage Influencers affiliated with the IT sector to mention MITP in their content;
  • Propose additional photo and video content development (to be executed by third parties);
  • Develop written content per proposed and approved action plans, i.e. message boxes, matte releases, press releases, boilerplates, talking points, etc.
  • Manage press relationships as per proposed and approved plans, i.e. organize press events or visits, disseminate press releases, pitch subjects, organize interviews;
  • Act as MITPs press office during the period of assignment;
  • Facilitate interviews of MITP’s spokespersons and/or participation in TV/Internet video shows/podcasts etc.
  • If included in the plan and approved, identify relevant influencers and facilitate coverage on subjects;
  • Pitch MITP spokesperson participation for MITP presentations, speeches, or networking at various impactful events;
  • The offerors may propose other activities to increase visibility and attract new residents.

Monitoring and evaluation framework:

Direct Indicators

  1. Number of international and regional media mentions (print, digital, video, podcasts, etc.)
  2. Estimated media reach and impressions
  3. Number of influencer activations and engagement metrics
  4. Volume of media/influencer interactions (briefings, interviews, coverage)
  5. Campaign-related visibility at key MITP events (SumIT UP, Awards Gala, etc.)

Engagement Indicators

1.      Website traffic and visits to key campaign pages

  1. Growth in social media engagement and followers
  2. Newsletter sign-ups and contact leads
  3. Inquiries about MITP residency or programs

Impact Indicators

  1. Earned Media Value (EMV)
  2. Number of business inquiries or partnership leads
  3. Increase in MITP mentions not generated directly by the campaign
  4. Growth in MITP residency and international interest

Other information to consider:

  • Upon request, MITP representatives may provide access and/or quotes, information, and access to spokespersons from MITP residents: Crunchyroll, Endava, Pentalog, Amdaris, Stefanini, and other globally known IT companies.
  • Upon request, MITP may facilitate access to high-level Moldova Government figures to act as information sources/interviewees on MITP-related subjects.

V. QUALIFICATIONS AND PROPOSAL SUBMISSION

Interested PR agencies are requested to submit a detailed proposal addressing the following:

  1. Agency profile, including relevant experience in conducting similar PR campaigns;
  2. Proposed methodology, approach, and timeline for achieving the objectives outlined in this document;
  3. Proposed action plan and media outlets for future communication;
  4. Key personnel and their qualifications and experience in similar projects;
  5. A financial proposal outlining costs for the services and deliverables;

VI. TIMELINE OF PROPOSAL EVENTS

The following calendar summarizes deadlines in the solicitation process. Bidders are asked to

follow these deadlines.

  • RFP announcement: September 2
  • Deadline for written questions: September 30
  • Answers provided to questions/clarifications: October 3
  • Proposal due date: October 14

The above may be modified at the sole discretion of Moldova Innovation Technology Park.

Any changes will be published in an amendment to this RfP.

Written Questions and Clarifications. All questions or/and clarifications regarding this RfP must be submitted to the following emails: veronica.bucur@mitp.md (in copy viorica.jereghi@mitp.md) no later than September 30, 2025.

Only the answers sent via official MITP emails (above stated) from Moldova Innovation Technology Park will be considered official and carry weight in the RFP process and subsequent evaluation. Any answers received outside the official channel, whether received verbally or in writing, from employees or representatives of MITP, or any other party will not be considered official responses regarding this RfP.

Proposal Submission Date. Moldova Innovation Technology Park must receive all proposals by October 14, 2025. Late offers will be considered at its discretion.

Verbal Presentations. MTP will allow selected offerors to participate in verbal presentations with the technical evaluation committee. Interviews may consist of verbal presentations of offerors' proposed activities and methodologies. Offerors should be prepared to be performed before the evaluation committee office within 2 days of receiving notification. The presentations may take place online or offline on the premises of MITP upon availability.

VII. BUDGET AND CONTRACTING TERMS

Moldova Innovation Technology Park sets a ceiling budget of 50.000 EUR (net of VAT) for the mentioned tasks under the current Scope of Work. Justified deviations from this amount will be examined by the evaluation committee.

This is a Request for Proposals only. Issuance of this RFP does not in any way obligate Moldova Innovation Technology Park to make an award or pay for costs incurred by potential offerors in the preparation and submission of an offer.

VIII. EVALUATION AND SELECTION CRITERIA

An award will be provided to the bidder whose proposal is responsive to this RFP, meets the eligibility criteria stated in this RFP, meets the technical, management/personnel, and corporate capability requirements, and is determined to represent the best value to Moldova Innovation Technology Park. The best value will be decided using the trade-off process. That means each proposal will be evaluated and scored against the criteria and sub-criteria stated below.
