Tetra Tech is the implementer of the Moldova Energy Security Activity (MESA) which is a 4-year project funded by the United States Agency for International Development. The objective of the Moldova Energy Security Activity (MESA) is to strengthen Moldova’s energy security by: (1) advancing physical and market integration of the Moldovan energy sector with Europe; (2) increasing renewable energy integration; and (3) increasing investment in energy efficiency and domestic power generation, particularly through increased adoption of renewable energy technologies.

MESA is now tasked to deploy critical flexibility assets for frequency control reserves (FCR) and automatic frequency restoration reserves (aFRR) that will increase the reliability and stability of Moldova’s transmission system.  MESA’s delivery, installation, and commissioning of a battery energy storage system (BESS) of up to 75 MW/75 MWh and internal combustion engines (ICE) of up to 22 MW will enable Moldova’s transmission system operator (Moldelectrica) to provide the requisite balancing services to its neighbors and facilitate the integration of domestic solar and wind resources to strengthen its energy security.

The purpose of this RFP is to contract a Moldovan certified and licensed engineering company to prepare, in accordance with Moldovan regulations, the engineering design drawings, construction specifications, and technical support documentation for the installation of Battery Energy Storage Services (BESS) and Internal Combustion Engine (ICE) assets at the CET-Nord electrical facility in Balti, Moldova, and subsequently obtain all the necessary permits, from construction to commissioning, from the concerned administrative entities in the country.
