Tender no 83321032 for the contracting of a short-term expert to provide consulting services in the field of internal trade

The German Development Cooperation through GIZ is looking for an individual short-term expert to carry out an assessment of existing trade legislation and regulations by identifying contradictory and recurring (duplicate) provisions affecting Internal Trade in Republic of Moldova, within its project “Economic Policy Advice to the Moldovan Government”.

The consultant will provide a document containing the results of an analysis of the legal framework regulating internal trade, including the following aspects:

  1. An overview and short description of all national primary legislation affecting Internal Trade, including the list of the respective documents;
  2. An overview and short description of the national secondary legislation affecting Internal Trade, including their basis for adoption (i.e. law requiring the regulation) and list of the respective documents;
  3. Analysis of the primary and secondary national legislation affecting Internal Trade (including references to respective acts and articles) in order to identify:
    1. duplications,
    2. contradictions,
    3. missing secondary legislation (which is mentioned in primary legislation),
    4. secondary legislation for which no primary legislation provisions exist.

The consultant is to provide short comments in order to explain why the identified pieces of legislation and regulations are deemed redundant, contradictory, etc.

  1. Recommendations on how to best address the legal issues identified above. Among other aspects the consultant will provide an understanding of which of the legal issues should be addressed first / as a matter of priority. This prioritization should be based on a transparent set of criteria.

Required qualifications:

  • Legal or public policy background (i.e. knowledge of legislative processes);
  • Proven experience in carrying out legislative reviews and/or designing governmental legislation;
  • Knowledge of internal trade legislation is an advantage;
  • Fluency in Romanian language is required, and good spoken English is desirable.

Applications shall include:

  • A short technical proposal outlining the proposed approach of the assessment of the internal trade regulatory framework (max 2 pages); Relevant experience (max 1 page);
  • Curriculum vitae (max 3 pages);
  • Financial proposal including the number of expert days needed for each deliverable (1-4), the gross daily rate in MDL (Moldovan Lei) and the resulting total gross amount for the entire assignment;
  • Contact details of three person who can act as personal references;
  • The timeframe for implementation of the assignment and earliest delivery date of the indicated deliverables (August 2019 latest).

All personal data are for the internal use of GIZ; confidentiality guaranteed.

Applicants shall be residents of the Republic of Moldova, holding the Moldovan residentship for a period of at least 6 months at the date of application.

Applications shall be delivered in sealed envelopes, showing the tender number (83321032) and subject on it, to the address of GIZ Office Chisinau (66 Bernardazzi St., 5th floor, left wing; Chisinau, MD-2009) not later than Friday, 26 of April 2019, time 17:00.


Shortlisted candidates might be asked for an interview and additional information.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
