Procurement of the IT Equipment for the Court of Law of the Republic of Moldova

Millennium DPI Partners, LLC is an international development firm based in the United States of America, which is implementing the USAID-funded Open Justice Project in Moldova. Open Justice will assist the Government of Moldova to improve the efficiency and transparency of the Moldovan judicial system and improve access to justice for citizens of Moldova.

Millennium DPI Partners, LLC, through the Open Justice Project, is developing a new Integrated Case Management System (ICMS). The ICMS is an electronic tool for the Moldovan courts of law to reduce corruption and promote transparency in the justice system.

In order to use properly ICMS and record hearings, increase the efficiency, transparency and accountability towards the citizen and ease the work of judges, Moldovan Courts need modern equipment. Therefore, Open Justice Project is inviting experienced specialized firms from the Republic of Moldova to participate in the tender for delivering IT equipment (desktops) for the Courts of Law of the Republic of Moldova in accordance with the technical specifications.

General Eligibility Criteria:

To be eligible to participate in the present tender the Offerors shall meet at a minimum the requirements listed below:

  • Be a legally registered company in the Republic of Moldova;
  • Have at least three years of proven experience in selling and distribution of computers and IT equipment;
  • Have a very good professional reputation.

Each eligible Offeror that intends to submit a quotation in response to this RFQ should register immediately with Open Justice Project in order to receive notices and further clarifications of this RFQ, should such additional information need to be issued. To register, the Offeror shall send an e-mail to office@openjustice.md with the subject “Request for RFQ – IT Equipment for Courts” and the name and contact details. Registration for notices does NOT qualify as a submission of a quotation. 

An original and one copy of the written quotation shall be delivered in separate sealed envelopes to the following address:

All Sealed Quotations must be clearly labeled as follows: “IT Equipment for Courts on the envelope indicating the name of the Offeror responding to this RFQ and the Offeror’s contact details. Offers, in a sealed envelope, must be received no later than May 3, 2019, 17:00 Moldova time. Late or incomplete quotations will not be accepted. Quotations not received by the closing date and time will not be accepted and will be returned unopened to the Offeror. All quotations must be submitted in English or Romanian.

Inquiries and/or requests for clarification to this RFQ must be made in writing via email to office@openjustice.md. Questions received and appropriate responses shall be forwarded to all participating Offerors who have registered to receive notices as specified above. All questions must be received via email “Questions – IT Equipment for Courts” no later than April 30, 2019, 17:00 Moldova time.
