Tender no. 83286132 for the contracting of a short-term expert to support the State Chancellery in strengthening its capacities in public policy planning, elaboration, coordination, monitoring and evaluation

The German Development Cooperation through GIZ is looking for an individual expert to provide technical support to the State Chancellery in strengthening its capacities in the process of public policy planning, elaboration, coordination, as well as monitoring and evaluation within its “Support to Public Administration Reform” project.

The consultant is expected to complete the following tasks:

  • Develop a work plan for the period of the assignment;
  • Provide support to the Policy Coordination division on conducting quality assessments of public policy documents which are consulted with the State Chancellery along the following criteria: (i) compliance of the document with the legal framework regarding the unified requirements for policy documents; (ii) degree to which policy document is aligned to the national as well as sectoral strategic planning system; and (iii) content and quality of argumentations provided in the document;
  • Assess the training needs of approx. 30-35 staff of the State Chancellery in the field of elaboration, monitoring and evaluation of public policies and develop a concept for a systematic capacity development programme (with a focus on on-the-job training modules);
  • Implement a selected number of in-house training modules in line with the capacity development programme for representatives from State Chancellery (including to the extent possible also representatives of the Academy for Public Administration and line ministries);
  • Based on task 2-4, identify recommendations for the improvement of the public policy development mechanism.

Required qualifications:

  • Bachelor and/or Master Degree in the field of Public Administration, Public Policy or any other related relevant discipline;
  • Minimum of 5 years of professional experience in the field of public policy planning, elaboration, coordination, as well as monitoring and evaluation;
  • Previous experience in designing and implementing trainings;
  • Demonstrated excellent analytical and writing skills;
  • Ability to work under tight deadlines with excellent time management skills and a focus on results;
  • Strong knowledge of MS Office applications;
  • Previous experience of working with development partners would be an asset;
  • Fluency in Romanian language is a must; good knowledge of English would be an asset.

The successful finalist will be issued a short-term consulting contract with the possibility of further extension.
