Background:

The OSCE Mission to Moldova is looking for an INTERNATIONAL CONSULTANT – EXPERT ON PREVENTING SEXUAL EXPLOITATION AND ABUSE (PSEA).
Gender-based violence (GBV) is a serious violation of human rights and a life-threatening health and protection issue. During displacement and times of crisis, the threat of GBV significantly increases for women and girls. The escalation of conflict in Ukraine has forced people to flee their homes seeking safety, protection and assistance in neighbouring countries, including Moldova. All forms of sexual exploitation and abuse (SEA) are a violation of human rights and an abuse of a position of power over a vulnerable population that the OSCE participating States have pledged to protect. During crisis situations such as the influx of refugees, the Mission has a responsibility to support its civil society partners to strengthen their policies and practices on Prevention of Sexual and Exploitation (PSEA).
In order to tackle this human rights violation in a collaborative and comprehensive manner, the Mission to Moldova has launched the extra-budgetary project “Protecting refugees and host communities from gender-based violence on both banks of the Dniester/Nistru River” (1 May 2022 to 30 September 2023). The project focuses on transforming norms that perpetuate gender inequality by conducting GBV awareness-raising activities across the refugee and host communities. In addition, women and girls are empowered by forming social networks during recreational activities that will also be used to spread the knowledge on available GBV services and encourage service-seeking behaviour. Further, women and girls that are at-risk or survivors of GBV from refugee and host communities on both banks of the Dniester/Nistru River receive access to GBV services in the form of psychosocial support, legal counselling and specialized referrals. In addition, civil society organisations on both banks of the Dniester/Nistru River will have their capacities strengthened in PSEA.
Within the capacity-building component of the project, the Mission seeks to hire one international expert on PSEA to support civil society organizations (CSOs) on both banks of the Dniester/Nistru River in minimizing PSEA risks, developing PSEA policies and, ultimately, better protecting their beneficiaries from SEA within the emergency response. The international expert will conduct a PSEA capacity assessment of seven of the Mission’s partner CSOs on both banks of the Dniester/Nistru River, which provides a basis for further supporting them in developing PSEA policies. The assessment shall follow the UN Implementing Partner PSEA Capacity Assessment (IASC PSEA), which is based on a set of eight standards on PSEA organizational policies and procedures and supports the implementation of the UN Protocol on Allegation of Sexual Exploitation and Abuse Involving Implementing Partners (UN IP Protocol). 
The international expert will receive support from a national PSEA expert and maintain regular contact with the Human Right Programme’s Human Dimension Officer and National Programme Officer, keeping them updated on developments on a regular basis. The main tasks and responsibilities of the incumbent include the following:

  1. Prepares and conducts seven 2-day trainings for all personnel of seven of the Mission’s civil society partner organizations on both banks of the Dniester/Nistru River on minimizing PSEA risks, including adapting training materials based on the IASC PSEA to fit the local context;
  2. Assists the seven CSOs in developing PSEA policies or adapting existing policies that comply with the eight IASC PSEA standards and support them in developing all required documents/procedures.

The OSCE is committed to achieving a better balance of women and men within the Organization. 

Successful applicants under this vacancy notice will be added to a roster of persons eligible for temporary contracts with the mission. 

Tasks and Responsibilities:

  1. Prepare and conduct seven 2-day trainings for all the personnel of seven of the Mission’s civil society partner organizations on both banks of the Dniester/Nistru River on minimizing PSEA risks, including adapting training materials based on the IASC PSEA to fit the local context. The expert will provide partner CSOs with a training package, training agenda and training certificates, and support them in developing an annual training plan;
  2. Assist the seven CSOs in developing PSEA policies or adapting existing policies that comply with the eight IASC PSEA standards and support them in developing the required documents/procedures as needed:
  • Organizational Policy - Develop Code of Conduct and/or PSEA policy;
  • Organizational Management - Integrate PSEA clause into contracts/partnership agreements for sub-contractors;
  • Human Resources Systems - Develop reference check template including check for sexual misconduct; Integrate PSEA into recruitment procedures;
  • Mandatory Training - Develop training agenda; Develop PSEA training package that the CSOs can also use in the future; Develop training certificates;
  • Reporting - Develop for all CSOs Internal Complaints and Feedback Mechanism; Develop PSEA communication materials; Develop for all CSOs whistle-blower policy;
  • Assistance and Referrals - Develop for all CSOs Internal or Interagency referral pathways; Develop a list of available service providers; Develop description of referral or Standard Operation Procedure (SOP); Train CSOs on the usage of referral form for survivors/victims of GBV/SEA; Train CSOs on guidelines on victim assistance and/or GBV case management principles;
  • Investigations - Develop written process for review of SEA allegation following the national legislation; Develop PSEA investigation policy/procedures;
  • Coordination - Coordinate and participate in the PSEA and GBV working-group and coordinate the PSEA activities with UN agencies
     

Duration of Assignment:

The duration of the consultancies will depend on the specific projects/activities

Necessary Qualifications:

  • Advanced degree in human rights, psychology, gender studies, law, social sciences or other related field;
  • Extensive work experience in developing policies in the field of protection, in particular GBV, case management and PSEA; 
  • Demonstrate expertise in implementing the IASC PSEA framework;
  • Extensive experience in developing teaching and training materials and other documents;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Previous experience in case management;
  • Excellent written and spoken English and Romanian or Russian;
  • Very dedicated to work undertaken;
  • Self-disciplined and responsible to deadlines;
  • Good PC skills, ability to use the Internet;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

The International Expert will be based (or at least partially based) at the Chisinau office of the OSCE Mission to Moldova.

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
