Chemonics International Inc. seeks highly qualified candidates for the position of Procurement and Operations Coordinator for the USAID Moldova Rural Competitiveness and Resilience Activity (RCRA). Background

USAID Moldova Rural Competitiveness and Resilience Activity (RCRA) is a five-year project (2022-2027) funded by the United States Agency for International Development (USAID) and implemented by Chemonics International. The goal of RCRA is to stimulate a sustainable and inclusive recovery from the regional crisis brought on by the latest Russian invasion of Ukraine and accelerate an inclusive, climate-resilient economic development of rural Moldova by protecting the development gains made with USAID support over the past decade and further stimulate the competitiveness of key economic sectors, including the wine industry, high-value agriculture, and tourism.

The objectives of the Activity are:

  1. Accelerated export diversification and Western market integration in targeted sectors
  2. Enhanced economic resilience of small and medium enterprises in targeted sectors
  3. Improved sector enabling environment to facilitate resilience and Western integration.

Position description

The Procurement and Operations Coordinator supports the Procurement team in all aspects of project procurement and operational tasks. Procurement and Operations Coordinator supports the routine procurement and operations processes and adheres to Chemonics the field office procurement and operations policies and procedures as well as USAID rules and regulations. In addition, the Procurement and Operations Coordinator assists with other operational and administrative processes such as maintenance of procurement systems, vendors database, procurement trackers, inventory tracking, and other procurement and operational tasks.

Principal Duties and Responsibilities (Essential Functions):

  • Assists the Procurement team with procurement and operational activities like managing operational contracts and payments to vendors, as well as ensuring proper maintenance of procurement records.
  • Assists with procurement procedures, including identification of vendors, collection of price quotes, and documentation of the procurement process.
  • Assist the Procurement Specialist with ensuring proper maintenance of inventory tracker;
  • Prepares backup documentation for all project administrative transactions and ensure that the backup complies with Chemonics policies.
  • Maintains the project’s procurement and operation electronic and hard copy filing system.
  • Monitors implementation of service contracts related to facilities, including security services, internet, land/mobile phones, fuel delivery, cleaning, transportation services, etc. Follows up on payments of office utilities, rent, internet, phones, fuel, etc.
  • Prepares payments packages for monthly expenses such as office rent, residential rent, PAA SRL, office supplies, office water supplies, internet connection, and other recurring costs.
  • Ensures smooth running of the office, responsible for the maintenance of office equipment/furniture and restocking office supplies.
  • Responsible for the management of the office facilities, conducts regular inspections of RCRA facilities for operational or procurement support needed for optimal functioning.
  • Performs other duties as required or assigned.

Skills and Qualifications

  • Minimum of 2 (two) years of relevant work experience in procurement and operational support;
  • University degree in a relevant field;
  • Fluency in Romanian and proficiency in English preferred with excellent oral and written communication skills;
  • Previous experience implementing donor-funded programming preferred;
  • Strong analytical skills and attention to detail;
  • Advanced proficiency in Microsoft Excel preferred; and
  • Demonstrated leadership, versatility, and integrity.
