The Republic of Moldova has received financing from the World Bank toward the cost of the Micro, Small and Medium-Sized Enterprise Competitiveness Project (MSME) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) for the position of Social Specialist include overall implementation and reporting on the social risk management requirements specified in the Environmental and Social Commitment Plan (ESCP) and associated environmental and social documents, and as required under relevant national laws, including support to Organization for Entrepreneurial Development (ODA) and Project Implementation Unit (PIU) for implementing the MGF subcomponent.

The Project Implementation Unit of the MSME Competitiveness Project now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

This assignment will require an individual Consultant, who has:

  • advanced degree in social sciences or related fields;
  • minimum of 5 (five) years of relevant work experience in social assessments, social surveys, public consultations;
  • good knowledge of Moldovan legislation on social protection, access to information, grievances and human rights;
  • experience in applying the procedures for environmental & social assessments and monitoring;
  • experience in applying World Bank Environmental and Social Framework and social requirements or those of similar International Financial Institutions;
  • proficiency in English and Romanian;
  • outstanding communicational, presentational and organizational abilities;
  • previous experience with similar assignments will be a considerable asset.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

A Consultant will be selected in accordance with the Framework Agreement arrangements described in the Procurement Regulations and to be specifically set out in the Request for submission of the technical and financial proposal.
