The Government of the Republic of Moldova has initiated discussions with the World Bank for the launch of Moldova Agriculture Governance, Growth and Resilience Investment Project, aimed at supporting inclusive development, market orientation and climate resilience of Moldova’s agriculture sector. The new project would support interventions focusing on: (i) strengthening agriculture governance through enhancing knowledge management and innovation capabilities; (ii) creation of veterinary excellence centers and rehabilitation of veterinary medicine facilities; (iii) digitization of farm records and food traceability systems; (iv) modernizing production and processing practices/facilities/partnerships in dairy, meat and horticulture value chains; and (v) supporting upgrading of irrigation infrastructure.
Meantime, the World bank has adopted new Environmental and Social Framework, which applies to all IPF projects initiated on or after October 1, 2018. The ESF sets out the World Bank’s commitment to sustainable development, through a Bank Policy and a set of Environmental and Social Standards that are designed to support Borrowers’ projects, with the aim of ending extreme poverty and promoting shared prosperity.
The objective of this assignment is to assist the Ministry of Agriculture and Food Industry and the Consolidated Agricultural Projects Management Unit in carrying out the social assessment and provide relevant sections under the Environmental and Social Management Framework (ESMF) for the preparation of Moldova Agriculture Governance, Growth and Resilience Investment Project (AGGRIP) in accordance with the World Bank’s requirements.
Consolidated Agricultural Projects’ Management Unit (CAPMU) on behalf of MAFI now invites local individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Consultant to be selected shall have the following qualifications:
• University degree in social areas or similar.
• Minimum 5 years of professional experience in assignments for social assessment and social management in wide range of activities.
• Knowledge of the Republic of Moldova’s legislation for social protection and the World Bank’s social policies.
• Previous experience with World Bank’s projects is mandatory.
• Demonstrated experience for supporting, advising and/or collaborating with national public institutions on social safeguards and sustainable development etc.
• Computer literacy (Word, Excel, PowerPoint), Microsoft Outlook, and Internet use. Skills in using Microsoft Project would be an advantage.
• Fluency in English and Romanian (excellent writing skills, listening, reading, and speaking) required. Russian communication skills will be a strong advantage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017, and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Individual Consultants will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the above-mentioned “Procurement Regulations”.
Expressions of interest must include updated CV reflecting consultant’s qualification and experience, recommendation letters, if any, and must be submitted by email to the address below by November 13, 2022, cob.
