Across Europe, the IRC delivers programs that address acute humanitarian needs of asylum-seekers and other vulnerable migrants who are newly arrived, stranded or in transit, and programs that address their longer-term integration needs.

Since the conflict in Ukraine started in February 24, 2022, which brought displacement into neighboring countries, the IRC new programs on protection and Refugee Info East Europe programs are being established to address the most pressing needs of people on the move across South-East Europe. IRC continues to use its voice and expertise to increase safe and legal pathways, ensure protection and improve the quality of resettlement, asylum and integration services. The programs are implemented in close partnership with local non-governmental organizations and governmental institutions.

Summary statement of responsibilities:
The Sr Finance Officer will assist the Regional Finance Manager manage the accounting, finance, and grant management function. He/she will be responsible to manage the accounting database (SUN Systems) for Moldova program and perform finance training to finance and program staff.

Specific responsibilities within each functional area are as follows: 

SUN System / General Ledger Processing:

  1. Payments review and process in Bank online website and Kishinev cashbook.
  2. SUN System / General Ledger Processing
  3. Assist in country financial monthly closing process
  4. Generate accounting and financial report from SUN System needed for the monthly closing.

The Monthly Balance Sheet accounts reconciliation:

  1. Responsible for the preparation of the country office monthly Balance Sheet accounts reconciliation to be reviewed by the Regional Finance Manager and Head of Office.
  2. Responsible to follow-up with other operational departments (HR, Supply Chain, Grants Unit) regarding staff, vendor advances and other balance sheet items before month end.

Grant Management and Budgeting:

  1. Prepare monthly grant budget vs actual report, spend out plans and discuss monitoring with Sector Managers.
  2. Preparation of Donor budgets.
  3. Preparation of interim and final financial reports due to Donors.
  4. Liaise with other Finance Staff to ensure timely record of expenses for Donor Interim and/or Final Financial Report’s.
  5. Participate and represent Finance during grants opening, monitoring, and closing meetings.

Any other tasks as requested by Regional Finance Manager. 

Qualifications:

  1. Bachelor’s degree in accounting, Business Administration, Commerce or Finance or Economics,
  2. Minimum of five years in accounting/finance preferably in NGO.
  3. Must be able to function comfortably in a complex work environment, working and prioritizing multiple tasks.
  4. Able to communicate effectively (written and verbal) in English with staff.
  5. Good time management and interpersonal skills.
  6. Strong computer skills (especially excel).
