Position Title: Local Governance Technical Coordinator

Summary of the Comunitatea Mea Program:

Comunitatea Mea (CM) is a USAID-funded program that is strengthening local government in Moldova to become more effective, transparent, and accountable to citizens. The program is facilitating Moldova’s decentralization process, building local government’s capacity to meet citizens’ needs, and strengthening citizen confidence that democratic institutions improve their quality of life. To do so, Comunitatea Mea provides comprehensive assistance to local public authorities in communities throughout Moldova, who engage civic groups and businesses to improve public services.

Tetra Tech is a subcontractor to the prime CM implementer, IREX. Under this subcontract, Tetra Tech requires the support of a Local Governance Technical Coordinator, who will assist the Objective Lead Local Governance Manager in the coordination of daily tasks under Objective 1. S/he will contribute to the efficient and well-planned implementation of activities under Objective 1 as well as effective and timely coordination of resources from within the Objective staff, outside consultants, and other CM Objectives. The position is based in Chisinau with travel as needed throughout Moldova.

Main responsibilities and tasks:

        Coordinate with the Local Governance Manager on implementation of the Objective 1 Annual Implementation Plan, supporting capacity building efforts in target Moldovan local governments in the areas of institutional capacity building, municipal service delivery and improvements to infrastructure;

        Facilitate a streamlined approach to resource, time, and information management within sub-Objectives/work streams under Objective 1, including Inter-Municipal Cooperation, Municipal Enterprise Support, Social Service Support, FOCAS, and Strategic Planning. Lead one or more work streams directly, depending on resource and time availability.

        Follow and coordinate CM cross-cutting activities and liaison actions with CM partner LPAs that require Objective input/response.

        Ensure effective planning of resources, and timely reporting from technical staff to the Local Governance Manager, who retains ultimate responsibility for overall implementation of Objective activities.

        Under the guidance of Local Governance Manager coordinate closely with Tetra Tech Home Office and IREX DCOP to ensure quality of key Objective 1 deliverables, including inputs to Reports, AIP, and MEL documents.

        Coordinate the activities of Objective 1 Consultants, ensure timely submission of deliverables, and facilitate effective coordination with other Objectives.

        Serve as acting Objective Lead in Local Governance Manager’s absence.

        Lend expertise to quality assurance and quality control of related technical activities.

Quality Assurance and Reporting

        Ensure that relevant technical elements of the work plans are being successfully implemented.

        Participate in CM project team meetings to discuss progress and upcoming activities and events

        Provide inputs for the drafting of the project bi-weekly,   quarterly and annual reports for USAID, as well as drafting info notes and other project updates and work plans as requested by COP or DCOP; and

        Support DCOP in ensuring that USAID and IREX rules and regulations are followed and that contract deliverable requirements are met. 

        Provide support to Monitoring and Evaluation team.

Other

Contribute to team effort by undertaking additional tasks and responsibilities.

Qualifications: (minimum requirements)

Education: Bachelor’s degree in Public Administration, Public Policy, Public Management or related field; Master’s preferred.

Work experience: At least 4 years of experience in local governance and/or municipal service improvements; with at least two years’ experience with USAID projects.

Skills: Demonstrated ability to interact regularly and professionally with senior host-government counterparts on policy and other strategic planning issues; At least five years of progressively responsible technical experience, including overseeing development of activity plans, technical deliverables, and trainings; Strong communication and interpersonal skills, ability to work with all levels and functions within the company; Requires an ability to work independently and as part of a team, accept responsibility, and be extremely discrete with sensitive information. Strong computer skills. Proficient in Microsoft Office package, especially Excel, Outlook, PowerPoint, and Word;

Languages: Fluency in Romanian, excellent English speaking and writing skills, proficiency in Russian.
