The United Nations Country Team (UNCT) in Moldova consists of 24 agencies, funds and programmes addressing a wide range of national development challenges. In order to focus the development work on areas of United Nations comparative advantage, the UNCT and its partners have developed a United Nations Development Assistance Framework (UNDAF) for 2018-2022.

Established in august 2021, UN Adolescents and Youth Advisory Panel (UN AYAP) consists of 12 young people representatives of adolescents and youth networks and organizations in Moldova, including organizations that represent rights and interests of ethnolinguistic minority youth, youth from underrepresented groups and those in vulnerable situations.

The UN AYAP serves as a mechanism for United Nations in Moldova to foster dialogue with young people, empower them and youth organizations to speak-up and support the UNCT deliver on the Adolescent and Youth wellbeing and development agenda identified as one of the six areas of collaborative advantages specified in the Common Chapter1 of the 2018-2022.

UN AYAP through implementation of its action plan contributes to the robust implementation of the Sustainable Development Goals in Moldova having the potential to deepen the collaboration of the UNCT and deliver more transformative results for youth.

How can you make a difference? 

The main purpose of the assignment is to ensure well-functioning of the UN Adolescents and Youth Advisory Panel in the Republic of Moldova under the joint supervision and support of the UNFPA and UNICEF who are the co-chairs of UN Adolescent and Youth Thematic Group and the RCO.

Consultant will assist UN AYAP in implementation of their mandate and ensure the systematic and meaningful engagement of AYAP in UN Moldova programmes as follows:

1. Support the UN AYAP to develop and implement annual action plan in coordination with UN agencies;

2. Monitor and assess the results of the UNYAP activities, feeding back information to UN and the UN AYAP members to continuously improve the operational and functional effectiveness of the UN AYAP;

3. Ensure that UN AYAP is meaningfully engaged in UN planning and reporting with the scope to ensure that adolescents and youth dimensions are properly addressed by UN;

4. Collaboratively with UN AYAP collect, analyse and share information on key adolescents and youth issues, including making comprehensive proposals on how to jointly address such issues;

5. Ensure social cohesion dimensions are dully reflected as cross-cutting theme in all adolescent and youth wellbeing and development related JWP actions and results;

6. Support and promote the achievement of the Agenda 2030 in Moldova and act as Youth Ambassadors of the Sustainable Development Goals;

7. Build the capacity of young people to acquire new skills (leadership, advocacy, communication, etc.) and improve their understanding of their communities and country;

8. Support UN AYAP in advancing advocacy efforts to boost adolescents and youth agenda at national and local levels, build dialog with key stakeholders and UN partners but also CSOs and young people.

To qualify as an advocate for every child you will have… 

 Academic Qualifications:

• Master’s Degree or equivalent of five years’ University Degree in education, youth development, public health, public management, population studies, law, and/or other related social science field.

Years of Experience:

• At least 3 (three) years of progressive working experience in the design, management and implementation of programmes related to youth development and mobilization, networking, youth rights and policies, sustainable development;
  • Prior experience in development assistance or related work for a donor organization, governmental institutions and/or NGOs, is a very strong advantage;
  • Extensive experience in managing a multidisciplinary team;
  • Strong interpersonal and organizational skills;
  • Experience of work with development partners, successful experience in working with UN agencies is an asset.

Languages:
• Fluency in English and Romanian is required.
• Knowledge of Russian or more additional languages relevant for Moldova, including Bulgarian, Gagauzian, Romani, Ukrainian or sign language would be an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (if applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
