Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context:

The conflict in Ukraine has led to the overspill of over 450,000 forcibly displaced persons to and through Moldova, including third country nationals. IOM has increased its operational activities and significantly boosted its capacity in Moldova to provide multi-sectoral assistance to respond to urgent emerging humanitarian and post-crisis needs in a dynamic context.

As part of its response, IOM activated its Displacement Tracking Matrix (DTM), a system aimed at tracking and monitoring displacement and population needs by conducting assessments and surveys. It is designed to capture, process and disseminate information to provide a better understanding of evolving needs of populations, whether on site or in route regularly and systematically.

Under the overall guidance of the Chief of Mission, the supervision of the Program and Operations Coordinator and the direct supervision of the DTM Officer, the DTM Field Coordination will be responsible for:

Core Functions / Responsibilities:

  1. Support the DTM Officer in planning, coordination and monitoring of all DTM activities, including developing the concept of operations and adapting field-based activities based on evolving needs on the ground.
  2. Liaise with the local authorities and other relevant entities to facilitate the successful implementation of assessment activities;
  3. Support the operational implementation of DTM data collection activities;
  4. Supervise and evaluate the work of enumerator teams in the field;
  5. Undertake duty travel pertinent to DTM activities;
  6. Inform the DTM Officer about evolving movements, trends and humanitarian needs and make relevant recommendations to ensure the information collected is useful and relevant to all stakeholders;
  7. Report to the DTM Officer on implementation status, including the progress, irregularities and shortfalls;
  8. Develop and implement training package for DTM enumerators and implementing partners as to ensure quality of data information tools in alignment with IOM data protection protocols.
  9. Support in the revision of the tools/methodologies and training of the enumerators;
  10. Facilitate the respect of deadlines and timely implementation of activities, and guarantee the accuracy of the data submitted to the relevant focal point;
  11. Assist in ensuring that all data collection is in line with IOM’s Data Protection Principles;
  12. Perform such other duties as they might be assigned.

Required Qualifications and Experience

Education

  • Bachelor’s degree in Social Science, Geography, IT, Computer Science or related field with four years of relevant professional experience; Or,
  • High School diploma with six years of relevant experience.

Experience

  • Experience in information management, preferably in natural disaster situations;
  • Minimum one year of experience in managing teams in the field;
  • Experience with International Organizations, INGO an advantage;
  • Knowledge of Camp Coordination and Camp Management settings appreciated.

Languages

Fluency in English, Romanian and good knowledge of Russian is required.

A prerequisite for taking up the position is legal residency in the country of the duty station and work permit, as applicable.
