Background:

As part of the Effective Justice Indefinite Delivery/Indefinite Quantity (IDIQ) project with USAID - Moldova, USAID has awarded Dexis Consulting Group a task order to provide technical assistance to "Support the Pre-Vetting Secretariat" (SPVS). The Effective Justice IDIQ is designed to foster an efficient, accessible, and transparent justice system that uniformly applies the rule of law. Assistance in the SPVS program, with a performance period of 8 months, will consist of the establishment and support of a secretariat responsible for the investigation, analysis, and review of the integrity of candidates to the self-governing bodies of judges and prosecutors - the Superior Council of Magistracy (SCM) and the Superior Council of Prosecutors (SCP), respectively. Authority for the pre-vetting process is embedded Law #26 from 10 March 2022 and entered into force on 16 March 2022. The pre- vetting process is conducted by an independent Evaluation Commission (EC) made up of three (3) national and three (3) international members. The EC will be supported by a Secretariat consisting of twenty-one (21) staff members performing operational roles such as legal experts, analysts, investigators, translators, and administrative roles such as IT, Communications and Admin Specialists. A Head of Secretariat and Senior Coordinator will lead the Secretariat.

The overarching goal of USAID's support and Dexis's task order is the establishment of the Pre- Vetting Secretariat as fully operational, understanding its role and processes, and with the ability to prepare documents in accordance with the Pre-vetting law and within all established timelines.

Applicants should be aware of the following:

  1. All applications will be screened against the minimum requirement noted below and conflict of interest issues - which may include as disqualifying - work, in any capacity, with the SCM, SCP and/or their supporting bodies; work as a judge or prosecutor and/or status as a candidate judge or prosecutor.
  2. All job offers will be contingent upon successfully passing a background check from the National Anti-Corruption Centre (NAC) and three professional references.
  3. All job offers will be contingent on those selected holding no other active employment during the contract period. Those offered employment may take a leave of absence and/or suspend their contractual obligations from their current place of work for the duration of this contract but may not be actively engaged with, nor paid by, any other organization during the contract period.
  4. All job offers will be contingent on the candidate's ability to start no later than two weeks after a formal job offer.

Responsibilities:

The Systems Administrator will report to the Head of Secretariat and will support the Secretariat to ensure the smooth, continuous, and efficient use of technology including:

  • Serving as the first point of contact for IT support within the organization.
  • Installing, configuring, and maintaining software and hardware components of computer and network systems.
  • Diagnosing and troubleshooting software and hardware issues.
  • Repairing damaged computer and network components.
  • Ensuring the security of client and server computers by installing, upgrading monitoring, and maintaining antivirus and firewall software.
  • Supporting team members whenever they encounter challenges with computers and network devices.
  • Responding to requests for assistance and support related to the use of Microsoft Office LTSC Software.
  • Monitoring and maintaining the wireless network systems.
  • As directed by the Head of Secretariat, and/or their designee, coordinate with the IT representatives of national, international and/or private entities to facilitate automated exchange of, or access to, data and documents. As directed by the Head of Secretariat, and/or their designee, coordinate providing training about network security and best computer usage practices.

Minimum Requirements:

  • Bachelor's Degree in Information Technology or related field.
  • 3 or more years of experience in a high-paced, quality-driven environment.
  • Proven proficiency in the working of servers, networks, computers, and peripherals
  • Extensive knowledge of system security and procedures for protecting an organization's data from intrusion or corruption.
  • Extensive knowledge about hardware and software configurations.
  • Ability to prioritize tasks with minimal supervision.
  • Proven excellent troubleshooting, creative and technical problem-solving
  • Proven ability to work in a large team environment.
  • Excellent communication and customer support skills.
  • Language: Working knowledge of English with the ability to engage in oral communication with international members of the Secretariat and Commission is required. Candidates should indicate in their CV proficiency levels for Romanian, English and any other languages.

Candidates with the following Skills will be given preference:

  • Demonstrated experience in working with government bodies or international and/or multinational organizations.
  • Proficiency in multiple programming languages.
