Engineering and Smart Manufacturing Advisor

 

01.  PROJECT OVERVIEW

The Future Technologies Activity (FTA) continues USAID’s and the Government of Sweden’s legacy of sector competitiveness programming in Moldova, building on lessons learned and adaptions, relationships, and local partner trust achieved by previous programs over the past 15 years. Building on previous successes in facilitating the development of diverse local partners, FTA uses global market systems framework to continue to build capacity for sustainable, systemic progress while applying best practices to new partners and sectors. FTA co-creates systemic interventions with Moldovan partners to transform selected sectors by applying new technologies, promoting innovation, and integrating with global markets. FTA works in the following sectors: light manufacturing, information and communication technology (ICT), precision engineering, creative industries, and digital media.

02. POSITION DESCRIPTION

The Engineering and Smart Manufacturing Advisor is responsible for leading, designing, and implementing activities with stakeholders to advance engineering, smart manufacturing, and innovative applications among Moldova’s private sector, and ensuring coordination of activities with other target industries.

The Engineering and Smart Manufacturing Advisor will build partnerships between FabLabs, R&D centers, Balti Free Economic Zone, associations, universities, and global technology partners to empower a vibrant culture for invention, innovation, and application of cutting-edge engineering technologies such as industrial IoT, advanced robotics, 3D printing, production upgrades, Industry 4.0, automation, and digitalization. FTA will collide technology, engineering, and traditional sectors to drive innovation, such as precision agriculture, smart home technology, virtual tourism tours, digital fashion, and wearables.

03. PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Manages interventions to achieve expected results in the engineering industry – particularly mechanical, electrical, and computer engineering – as identified by the FTA leadership team and USAID
  • Facilitates development and implementation of industry and sub-industry strategies with stakeholders and partners
  • Works with intervention team members to co-design, deploy, oversee, troubleshoot, monitor, and adapt interventions with partners and stakeholders
  • Supports ATIC and ACETI Business Association and relevant Centers of Excellence including Tekwill, FabLabs, CIRCLE Labs, the Balti Center for Innovation and Technology Transfer, and others in strengthening their organizational and technical capacity to increase their financial sustainability, expand their ability to provide services to members, and elevate their capacity to co-design and implement interventions to support the IT and engineering sectors
  • Identifies opportunities to create or expand IT and mechanical, electrical, and computer engineering-relevant workforce development programs with universities, Centers of Excellence, business associations, and other workforce development partners
  • Works with FTA team members to integrate crosscutting themes into interventions including gender and social inclusion, digitalization, sustainability, and private sector engagement
  • Manages the quality of services for industry support activities that are provided by service providers and consultants
  • Represents the activity with key stakeholders as required, including donors, host government counterparts, project vendors, and other USAID projects
  • Manages the engagement and cooperation with external stakeholders that are involved in industry development activities
  • Facilitates data collection, monitoring, and adaptation and learning with partners
  • Participates in activity level collaboration, learning, and adaptation and contributes to activity reporting and annual planning
  • Performs other duties as necessary or assigned

04. QUALIFICATIONS

  • 3 years of experience working in or supporting the IT or engineering industries (particularly mechanical, electrical, and/or computer engineering) or in related areas
  • A. in relevant field
  • Demonstrated experience working effectively with various industry stakeholders including the private sector, academia, the Government of Moldova, donors, and others
  • Fluency in Romanian and proficiency in English preferred with excellent oral and written communication skills
  • Experience implementing donor-funded programming preferred
  • Demonstrated leadership, versatility, and integrity
  • Analytical abilities and strategic thinking
