Chemonics is seeking candidates for various positions on the new USAID Moldova Future Technologies Activity (FTA). FTA is a five-year program that seeks to enhance the competitiveness of Moldovan transformative sectors, including, but not limited to, light manufacturing, Information and Communication Technology (ICT), engineering, creative industries, and digital media production, and to improve the country’s integration with Western markets in these sectors.

Specific roles and responsibilities and requirements for each position along with general responsibilities and requirements for the team are listed below. FTA will take an agile, adaptive approach to implementation, requiring staff to be flexible and able to take on a variety of roles and responsibilities across the activity. Positions on the program will begin as early as August or September 2021, to be based in Chisinau. Travel throughout Moldova is expected. Available positions include:

  • Technology Advisor: Supports increasing adoption of technological applications and Industry 4.0 technologies through connections with regional/global partners, deep demonstration of technology, engagement of private sector and academia. Facilitates digitization and automation of MSMEs via modern technologies.
    • Specific qualifications: Minimum of 3 years of experience in technology, engineering or industrial automation; degree in relevant field.
  • Digital Media Specialist: Supports centers of excellence and companies in film, VR/AR, surround sound, motion capture, 3D animation, and social media to improve infrastructure, training, and content production.
    • Specific qualifications: Minimum of 4 years of experience in media, communications and/or ICT; degree in relevant field.
  • Green Economy/Environmental Sustainability Specialist: Leads crosscutting interventions to introduce sustainability, renewable energy sources, climate-smart technologies, and environmentally friendly practices. Screens activities for compliance with 22 CFR 216 requirements and Moldovan environmental regulations.
    • Specific requirements: minimum of 4 years of experience in economic development, experience in environmental compliance and/or sustainability would be an advantage; degree in relevant field.
  • University Partnerships and Digital Workforce Expert: Leads digital transformation of education and STEM programs. Develops professional training and educational curricula across sectors to allow for reskilling and upskilling workforce via clusters. Brings in expertise to improve academic offerings at firms, centers of excellence, business associations, universities, and other educational institutions. Supports integration of new technologies and updated management practices into courses.
    • Specific requirements: 8 years of experience in education, ICT, innovative teaching, and partnerships; advanced degree in relevant field.
  • Manufacturing Sectors Director: Oversees a portfolio of manufacturing sectors (light industry and any sector expansion), digitalization of traditional sectors, introduction of Industry 4.0 technologies, and crosscutting green energy and circular economy activities. Main point of contact for business associations, centers of excellence, and private firms within sectors.
    • Specific qualifications: 8 years of experience in innovation, economic development, investment, export promotion, and/or light industry enhancement; advanced degree in business, manufacturing, engineering, or related field.
  • Monitoring, Evaluation, and Reporting Manager: manages the monitoring, evaluation, and learning system for the activity. Manages data to inform decision-making by the leadership team. Builds capacity of partners and counterparts to conduct annual self-evaluations of activities, implementation, and growth. Captures technical progress, results, collaborating, learning, and adapting efforts, and success stories. Leads quality assurance efforts.
    • Specific requirements: Minimum of 4 years of experience in strategic communications; degree in relevant field.
  • Strategic Communications and Outreach Specialist: Develops and implements comprehensive external engagement and communications for specific programs, initiatives, results.Coordinates messaging and outreach with partner associations, centers of excellence and other counterparts. Leads and manages press and media coverage. Provide ongoing technical and communications support, including research/draft briefing materials, presentations, for appropriate communication to different audiences. Develops communications and event management, marketing, and business engagement capacities of the activity and its partners. Creates linkages across sectors to foster collaboration on social media, digital marketing, and sector promotion.  
    • Specific requirements: Minimum of 4 years of experience in strategic communications; degree in relevant field.
  • IT Solutions Specialist: leads management of internal information technology needs and requirements for the activity; supports activity partners, centers of excellence and associations to implement IT solutions (hardware, software, neworks) for digitized processes, including remote work solutions for distributed teams, online events&training solutions, paperless practices.
    • Specific requirements: minimum of 4 years of experience in IT; degree in relevant field.
  • Grants and Procurement Specialist: Supports team in providing contractual and administrative oversight of sector grants and subcontracts portfolio, ensuring subawardee administrative requirements are efficiently addressed and managed.
    • Specific requirements: 4 years of experience in grants management and/or procurement; degree in relevant field; experience working on USAID programs preferred.

Additional General Responsibilities:

  • Coordinate with other teams and positions on the activity, ensuring smooth and effective implementation and communication
  • Work with the chief of party on all contract reporting deliverables
  • Work closely and represent the project with key stakeholders as required, including donors, host government counterparts, project vendors, and other USAID projects

Additional General Qualifications:

  • Ability to work independently, prioritize multiple work assignments in a fast-paced environment, and meet deadlines
  • Demonstrated experience working on diverse teams in dynamic environments
  • Strong interpersonal, oral, and written communication skills
  • Demonstrated leadership, versatility, and integrity
  • Proficiency in written and oral English required
  • Prior experience working on donor-funded programs preferred
