Tender no. 83489669 Strengthening the services delivered by community mediators’ network to Roma communities
The German Development Cooperation through GIZ is looking for service provider or a consortium able to support with the assessment, capacity building, training, monitoring and policy recommendations to enhance community mediators’ effectiveness, within its “Strong Businesses and Communities for Moldova” project.
The selected service provider will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The objective of this assignment is to enhance the services provided by community mediators to improve Roma access to education and employment opportunities.
To achieve the objective, the expert shall perform the following tasks:
- Assess community mediators' activities and develop proposals for amending the legal and financial framework impacting community mediators.
- Identify and support up to 10 local public authorities to expand the network of community mediators in localities populated by Roma people.
- Conduct two training sessions for community mediators and social assistants, focusing on enhancing project proposal writing skills related to community development.
- Conduct an informative session for community mediators and accountants from LPAs to enhance proficiency in managing the allocated budget for community mediators.
- Select up to 10 community mediators and support them to design small-scale project proposals aimed at improving their activities.
- Support up to 10 selected community in activities to engage up to 150 Roma people in educational and employment opportunities.
- Organize a closing event relating to achievements and future directions for community mediators’ initiatives supporting Roma communities.
The tender is open to private companies, public institutions, non-government organizations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova. For a consortium, a cooperation agreement should be included in the technical offer.
Offers must be prepared in English.
Proposals must be submitted in two parts, consisting of:
- Part 1: Technical offer, that should describe in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables.
The technical offer will include also:
- Registration certificate.
- Experience/profile of the company.
- Proposed methodology.
- CV of expert team according to ToR requirements.
- Part 2: Financial offer, detailed budget expressed in Moldovan Lei, VAT
Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (83489669) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9th floor, Chisinau) not later than 13.06.2025 time 15:00.
Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
