Tender no. 83485464 for contracting services of designing and implementing a gender-sensitive Diaspora-Led Mentorship Program for NEET Youth in Moldova
The German Development Cooperation through GIZ is seeking to contract an entity or a consortium of entities to provide services of designing and implementing a gender-sensitive Diaspora-Led Mentorship Program for NEET Youth in Moldova, within the Policy Advisory Fund project. The services within the assignment will be provided in the period between April – December 2025.
The selected service provider will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The tender is open to entities or consortia of entities residents in the Republic of Moldova, registered and operating in accordance with the legislation of the Republic of Moldova.
Specific requirements regarding the bidders:
- Extensive experience in working with diaspora members and engaging Moldovan professionals working abroad in mentorship or capacity-building initiatives in Moldova.
- Proven track record in implementing youth development, employment, or education programs, particularly for NEET youth.
- Background in developing and managing mentorship programs, including peer-to-peer and professional mentorship models
- Demonstrated capacity to engage and mobilize local communities, including youth organizations, NGOs, local authorities, and educational institutions.
- Experience in organizing public awareness campaigns and community dialogues, with a focus on inclusivity.
- Strong networks and partnerships within Moldova, particularly in rural and underserved communities.
The successful application shall include:
1. Technical Proposal, containing (in a separate document):
- Brief outline of team composition and CVs of proposed staff to be involved in the project’s activities according to described requirements;
- A concept describing in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables, detailing: interpretation of the objectives in the ToR, description and justification of the strategy to deliver the services put out to tender, strategy for cooperation with relevant actors, measures to promote scaling up effects.
- Provisional list and short bios of the mentors from diaspora.
- Copy of the offeror’s registration certificate in the Republic of Moldova;
2. Financial Proposal, containing (in a separate document):
- Financial offer shall include a breakdown of amounts for the deliverables required under point 3 of the ToR, as well as the total budget expressed in MDL, VAT 0.
All personal data is for the internal use of GIZ; confidentiality is guaranteed.
Bid’s evaluation will be performed based on the ratio of 70% for the technical proposal and 30% for the financial proposal.
Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9th floor – indicating the tender number 83485464, not later than April 7, 2025, 15:00 Chisinau local time.
Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender
