Background

The new phase of EU Confidence Building Measures Programme, funded by the European Union and implemented by UNDP has the overall objective to contribute to the facilitation of the settlement of the Transnistrian conflict by supporting the increase of confidence between Chisinau and Tiraspol through joint initiatives involving local authorities, civil society organizations and other stakeholders from both sides of the river.

Specific objectives:

  • To contribute to economic and social development by ensuring a more equal access to the opportunities provided by the AA and its DCFTA and integration between the two banks of the Nistru River;
  • To tackle the growing disparity between the Transnistrian Region and the rest of the country by supporting local development and CSOs;
  • To continue supporting the sectoral rapprochement in pilot sectors (i.e. Culture and others) and to progressively include Transnistria in Moldovan-wide development initiatives in order to facilitate the future reintegration while limiting the development gap between both banks;
  • To support the activities of media on both banks of Nistru river through common media production.

Under the guidance and direct supervision of the Programme Manager, the incumbent provides effective and efficient coordination of confidence building project components related to social infrastructure support and cultural and historical heritage support, through a range of actions contributing to the design, planning, management and monitoring of project activities. The Project Manager applies and promotes the principles of results-based management (RBM), as well as a client-oriented approach consistent with UNDP rules and regulations.

The Project manager works in close collaboration with the Programme Manager, the Capacity Development Officer and the whole Programme team as well as the team in the Country Office (CO) for effective achievement of results, anticipating and contributing to resolving complex programme/project-related issues and information delivery. The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

Duties and Responsibilities

The Project Manager/Community Infrastructure in close cooperation with the project team, under the direct guidance and supervision of the Programme Manager, will ensure the provision of development services and products (commensurate with the scope of the Programme) of the highest quality and standards to national counterparts and clients through applying HRBA and GE approaches. More specifically:

  • Ensure practical management of assigned Social Infrastructure Support and Cultural and Historical Heritage Support Components in terms of project activities as well as human and financial resources;
  • Within the strategic framework concerted with the national counterparts, prepare work-plans reflecting the scope of activities, timing, sequencing, cost and other inputs for the implementation of the Project activities;
  • Ensure close monitoring of activities and disbursements under the assigned project components;
  • Present work-plans, periodic narrative progress reports and expenditures status reports to the Project Board and UNDP Country Office;
  • Be responsible for the coordination of the assigned components work plan according to indicators for achieving planned results, as well as for the overall management of the components in accordance to prevailing UNDP rules, regulations and procedures;
  • Manage project development and formulation. Coordinate the design, planning and monitoring of sub-projects;
  • Ensure the quality of concept papers, terms of references, proposal outlines and agreements in close cooperation with the project team and recipients;
  • Ensure the effective management and supervision of human resources pertaining to the Project, including both staff, consultants and short-term experts; conduct periodic performance appraisals; build, lead and motivate a solid team of professionals; validate terms of reference for international and national consultants;
  • Leads and ensures compliance to UNDP standards of all procurement activities under the assigned project components;
  • Identify key performance indicators as well as develop and maintain a monitoring and evaluation system to ensure effective information sharing, provision of feedback and elaboration of top quality progress reports;
  • Continuously record and maintain relevant Project activities, issues, risks, etc in the UNDP Atlas Project Management Module (software platform);
  • Ensure and coordinate the timely submission of financial and activity reports covering the assigned components of the project, to be incorporated in the overall project financial and narrative report;
  • Contribute to the wide dissemination and visibility of project achievements. Support mechanisms for exchange of information, experience and lessons learned at the local and national levels;
  • Perform any other duties connected directly with the implementation of the Project as required.

Key Results:

The key results have a direct impact on the overall successful achievement of the Support to Confidence Building Measures project. Accurate analysis and presentation of information enhances UNDP’s position as a strong development partner. The information provided facilitates decision-making of the Project Board, the Beneficiary and UNDP management.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in public administration, political science, economics, law or related areas;
    Additional training and certification in project management would be an advantage.

Experience:

  • At least nine years of progressively responsible managerial experience is required at the national or international level in the areas of community development/infrastructure rehabilitation work. (Experience of work in the Transnistrian region and/or in programmes financed by European Commission is a very strong advantage);
  • Previous experience in development assistance or related work for a donor organization, governmental institutions, NGO or private sector / consulting firm is a very strong advantage;
  • Extensive experience in managing a multidisciplinary team;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.

Language Requirements:

  • Fluency in oral and written English, Romanian and Russian;
  • Knowledge of one or more minority languages relevant for Moldova, including Romani, Gagauzian, Bulgarian, Ukrainian and sign language, is an asset.
