Background

The new phase of EU Confidence Building Measures Programme, funded by the European Union and implemented by UNDP has the overall objective to contribute to the facilitation of the settlement of the Transnistrian conflict by supporting the increase of confidence between Chisinau and Tiraspol through joint initiatives involving local authorities, civil society organizations and other stakeholders from both sides of the river.

Specific objectives:

  • To contribute to economic and social development by ensuring a more equal access to the opportunities provided by the AA and its DCFTA and integration between the two banks of the Nistru River;
  • To tackle the growing disparity between the Transnistrian Region and the rest of the country by supporting local development and CSOs;
  • To continue supporting the sectoral rapprochement in pilot sectors (i.e. Culture and others) and to progressively include Transnistria in Moldovan-wide development initiatives in order to facilitate the future reintegration while limiting the development gap between both banks;
  • To support the activities of media on both banks of Nistru river through common media production.

The programme will represent a framework for engaging in development interventions across the security zone on both sides of the Nistru/Dniestr River, in line with agreements reached in the 5+2 negotiation process. As such, it is comprised of a series of activities that will strengthen, regularize and intensify interaction between otherwise divided societies, aiming to establish this interaction as a norm. It looks to deal strategically with barriers to cooperation experienced by all development cooperation actors working in Transnistria by building the trust towards such actions and broadening opportunities for engagement for a wide range of actors. Special focus will be given to balancing the actual support of the programme to communities on both banks of the Nistru/Dniestr River.

Duties and Responsibilities

Under the guidance and direct supervision of the Programme Manager the incumbent contributes to an effective and efficient implementation of development activities to create employment opportunities and to improve livelihoods across the Nistru River, by stimulating economic activity and increased cross-river cooperation. He/she is responsible for developing programmes aiming to create new SMEs, but also to strengthen the export capabilities of existing companies. The Officer should encourage business communities from both banks to join their efforts to identify unexplored export markets and to access them with common efforts. The business platforms are considered one of the most viable tools to achieve the established targets in a confidence building manner. The incumbent will enhance employment opportunities, while supporting initiatives related to the creation of new jobs and improvement of livelihoods with equal access for women to those opportunities. He/she will create synergies with the initiatives launched by other international organizations, including the ones launched by the European Union to successfully achieve the settled targets. The officer will create new ties between entrepreneurs and business associations from both banks (including chambers of commerce and industry, groups of producers and business platforms) through a range of actions contributing to the design, planning, management and monitoring of project activities. The organization of capacity building activities and public events is one of the core elements of his/her assignment.

The Project Officer applies and promotes the principles of results-based management (RBM), while mainstreaming the gender balanced approach and HRBA principles. He/she is strongly oriented towards client interests if this is not in contradiction with UNDP rules and regulations.

The Project Officer works in close collaboration with the Programme team for effective achievement of results, anticipating and contributing to resolve complex programme/project-related issues and delivery of required information. The incumbent is expected to exercise his duties in full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as to implement the effective internal control systems.

The Project Officer/Business Development in close cooperation with the Programme team, under the direct guidance and supervision of the Programme Manager, ensures the provision of development services and products (commensurate with the scope of the Programme) of the highest quality and standards to national counterparts and clients by applying HRBA and GE approaches. The incumbent is responsible for the implementation of activities related to the Business Development component of the EU CBM (V) Programme, looking to stimulate the economic activity and to increase cross-river cooperation. More specifically:

  • Ensures practical coordination of assigned areas of Programme activities to meet expected results. Namely, develops initiatives/projects aiming to create new SMEs, strengthens the export capabilities of existing companies, supports join efforts to identify unexplored export markets, supports creation of new jobs and inception of new ties between business communities from across the river;
  • Identifies common needs of business communities from both banks and develops a business-oriented infrastructure to support the confidence building initiatives on the left bank in the area of entrepreneurship (e.g. business incubator/ business laboratory/co-working spaces);
  • Supports the establishment of cross-river business cooperation platforms to promote economic growth and exports. Includes left bank companies and associations in the sectoral development initiatives on the right bank;
  • Monitors and coaches benefiting organizations to maximize the confidence building impact for implemented initiatives. Ensures synergies between Business Development component and other initiatives oriented on sustaining the economic growth on both banks;
  • Ensures the development of relevant capacity assessment tools of project partners, especially of beneficiaries of the start-ups programme. Identifies the major gaps of the BDS organizations, business associations and platforms. Supports them to define an Action Plan and implement proposed activities. Improves capacities and skills of business services operators;
  • Supports the Programme team to organize calls for proposals for the start-ups programme. Assists entrepreneurs, members of business platforms and business associations to submit expressions of interest for open calls. Assists the preliminary evaluation of submitted proposals. Provides support to develop project proposals to be selected for funding;
  • Ensures the needs and capacity assessment of selected partners and the implementation of relevant training programmes;
  • Establishes in-house monitoring / evaluation systems as well as monitors and follows implemented projects by partners, according to the grant agreements and UNDP procedures. Maintains accurate written communication with subcontractors in accordance with UNDP procedures and requirements;
  • Ensures timely submission of financial and activity reports by Programme partners and ensures harmonized reporting by recipients on key performance indicators. Advises Programme partners on strategies to facilitate results-based implementation of project activities, ensures constant feedback on the quality of their implementation and suggests corrective measures if necessary;
  • Contributes to the annual activity and procurement work plans as well as budgets based on expected yearend outputs for the Business Development component. Ensures close monitoring of activities and disbursements. Contributes to the preparation of qualitative work plans, financial progress reports, provides support for the preparation of procurement documents and contracts to the Programme Manager. Timely submits the above-mentioned deliverables;
  • Contributes to the wide dissemination and visibility for the achieved results in the frame of Business Development component;
  • Applies UNDP programming tools and policies as explained in the Results Management Guide. Keeps abreast of UNDP programming practices and maintains an optimum level of knowledge through continuous learning. Makes use of mechanisms for exchange of information, experience and lessons learned at the local and national levels;
  • Performs any other duties connected directly with the implementation of the Programme as required.

Key Results:

Improved capacities of entrepreneurs, business service providers and business associations from both banks that lead to increased exports. Newly launched businesses, permanent jobs created with equal access for women and established across the river partnerships that have a positive impact on the economic growth in the region. Increased trust between entrepreneurs from both banks that lead to improved opportunities for cross-river trade and exchange of experience. Raised confidence between exponents of the private sector from both sides of the Nistru River.

Note: The key results have a direct impact on the overall success of the European Union Confidence Building Measures (V) Programme. Accurate analysis and presentation of information enhances UNDP’s position as a strong development partner. The information provided facilitates decision-making of the Steering Committee, the beneficiaries and UNDP management.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s Degree or equivalent) in economics, business administration, public administration, management or related areas. Additional training and certification in project management, business administration would be an advantage.

Experience:

  • Experience in capacity or community development programmes, project design, implementation, monitoring and evaluation;
  • Seven years of progressively responsible experience at the national or international level in the area of business development, small / medium enterprises, business associations or development of civil society organizations;
  • Experience of work in Transnistria region and/or work experience in programmes financed by European Union is considered an asset;
  • Previous experience in development assistance or related work for a donor organization, governmental institutions, NGO or private sector / consulting firm is considered a strong advantage;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.

Language Requirements:

  • Fluency in oral and written English, Romanian and Russian;
  • Knowledge of one or more minority languages relevant for Moldova, including Romani, Gagauzian, Bulgarian, Ukrainian and sign language, is considered an asset.
